SUMMARY OF DUTIES:
This role supports the SOGR New York Division's Project Controls Department by developing business and technical requirements for complex projects and key components of high-complexity programs. Responsibilities include conducting data forensic analysis, with a focus on cost and schedule evaluation, to ensure project efficiency and adherence to timelines and budgets. This role collaborates with business and technical teams to perform analysis and document requirements, processes, and specifications essential to project deliverables. Emphasis is placed on optimizing resources—people, tools, and technology—across the portfolio while considering interdependencies with other projects and programs. Additionally, this role supports providing regular reports on analytic results, status updates, risk assessments, and issue documentation, utilizing tools, data, and process insights collected throughout the project lifecycle. 

 

ESSENTIAL FUNCTIONS:
• Supports the program or portfolio intake process through the governance process by defining and documenting business and technical needs, deriving requirements, specifications, and user stories.  
• Performs in-depth forensic analysis on various project/program elements (i.e., costs, workforce usage, schedules, etc.) 
• Conducts requirements meetings, and documents issues, and risks that may be discovered through project planning, execution and change management process.  
• Performs analysis of collected information to identify patterns and develop potential solution options in collaboration with designers, architects, engineers, project managers and sponsors.    
• Uses complex data and process information to compile and produce reports for various audiences.  
• Distributes key project or program communications and other relevant information as directed by the Program Manager or Controls team.  
• Documents business processes by using process mapping tools, identifies process gaps and organizational misalignments.  
• Manages document version controls and supports the project by using technology tools such as SharePoint, Power BI, financial systems, and project logs.  
• Ensure monthly cost forecasts are done based on forecasted production units and develop compliance scorecard for review of Senior Project Controls Manager. 
• Perform quality checks on accruals and reporting findings. 
• Provide guidance and cascade the requirements for establishing annual baseline and budget to Cost Engineering team.
• Adheres to Amtrak Enterprise Project Management methodology and Amtrak Engineering PMO procedures.  
• Provide Guidance to cost engineers in improving monthly and annual cost forecast. 

 

MINIMUM QUALIFICATIONS:
• Strong focus on collaboration, team building, and customer service  
• Effectiveness working diplomatically across teams with varying objectives.  
• Strong oral and written communication skills across all levels  
• Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),  
• SharePoint and/or Power BI super-user  
• Minimum of 3 years of practitioner experience with focus on business analysis and Bachelor’s degree, or any equivalent combination of education and relevant work experience  
• Must have strong quantitative skills & experience taking raw data and drawing actionable insights from it.  
• Must have demonstrated capability in working with large virtual teams.  
• Must have work authorization in the United States.   

 

PREFERRED QUALIFICATIONS:
• Graduate degree  
• PMI – PBA or CBAP,   
• Six Sigma Yellow Belt  
• Transportation industry experience 
• Experience with or working knowledge of Project or Construction Management, railroad track, structures, facilities, signals, and electric traction systems. 

 

WORK ENVIRONMENT:
• Office building environment.  
• 400 w 31ST Street, New York, NY 10001 (Note: Hybrid work is available). 
• Work in cubicle setting; stand, sit, bend, twist, use file drawers. 
• Sit at computer to complete assignments, projects, and majority of tasks. 
• Ability to work under pressure. 
• Occasional travel as needed. 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

PAY TRANSPARENCY:

The salary/hourly range is $78,600-$101,844. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
