Job Summary

Under the direction and moderate level of supervision of the Dir Portfolio Management – Delivery Strategy, the Sr Project Manager is responsible for managing development of project baseline/charter requirements, procurement packaging and project delivery method analysis, on medium to high complexity capital projects throughout the Northeast Corridor or National Network capital portfolio. Individuals in this role use significant technical knowledge and related project management experience to accomplish project objectives by planning and evaluating holistic project information (i.e. scope, schedule, and budget). The role requires regular analytical reporting of project status, risks, issues, cost and schedule performance to other staff, stakeholders and Executive Committees.

 

Essential Functions

  • Performs project intake and data collection to obtain project status, cost, schedule, scope, issues and risk information from project development team.
  • Conducts or supports requirement meetings, documents issues and risks that may be discovered through project planning and development process.
  • Defining and documenting business and technical needs, defining project baseline/charter requirements (scope, schedule, budget), deriving project or program requirements, risks and mitigation strategies, delivery recommendations, data gathering, and internal and external stakeholder requirements.
  • Follows project planning and development, considering both design and construction, for multiple complex infrastructure projects.
  • Coordinate project data from project team members, Subject Matter Experts, and Sponsors to identify project scope and objectives by involving relevant stakeholders, identifying requirements and ensuring technical feasibility.
  • Review, digest and document project plans, schedules and budgets to develop packaging strategy and delivery method recommendations
  • Review technical contract documents as needed for acquiring 3rd party contractors to perform design, construction and other project delivery functions and oversees consultant relationships.
  • Manages and monitors project schedules, progress and costs; maintain, adjust and update project plans, as needed; consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.
  • Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
  • Identify, document and lead evaluation of project changes based on cost, schedule, risk and scope impacts as well as cross functional dependencies.
  • Recommends project plan changes to appropriate governance decision making bodies and ensures appropriate packaging of relevant information to support appropriate project change.
  • Works with senior leaders to contribute relevant data to support annual planning activities.
  • Identify and evaluate the risks associated with project activities and work across the organization to establish and monitor mitigation plans.
  • Identify & document lessons learned on projects.
  • Establish collaborative partnership among stakeholders to support scoping, financial and resource decisions.
  • Develop and maintain required project management documents in accordance with Amtrak Project Management standards and applicable regulations.
  • Identifies efficiencies and presents recommended improvement opportunities at various levels of management. Adheres to Amtrak Enterprise Project Management methodology and standards.
  • Builds and maintains external relationships to provide effective communication of capital program status and accomplished goals and objectives.
  • Analyzes challenges, problems, and process breakdowns to ensure that lessons learned are used to improve project management and project delivery practices.
  • Maintains a teamwork environment with all peers as well as the capital delivery department’s internal customers.
  • Effectively contributes to a safe and secure work environment for employees and travel experience for customers.
  • Demonstrates necessary leadership to support a zero incident and injury-free culture within Amtrak.

 

Knowledge, Skills, and Abilities

• Solid project management skills with prior experience managing medium complexity capital improvement projects involving multiple departments

• Strong communication skills with focus on collaboration, team building, and customer service

• Experience with managing cross-functional teams and cross-organizational implementations with multiple dependencies

• Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions

Minimum Qualifications

• Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

PLUS

• 6 years of relevant experience required

• 8+ years of relevant experience preferred

Preferred Qualifications

• Bachelor’s Degree in engineering, architecture, construction management, or a closely related field

• 6+ years of experience in infrastructure project management with emphasis on delivering projects in excess of $10M

• Professional Engineer’s (PE) License or Licensed Architect

• Certified Construction Management (CCM) or Project Management Professional (PMP)

• Experience working with government agencies and organizations.

• Demonstrated experience with alternative delivery construction contracts (e.g. Design-Build, Construction Manager at Risk, Progressive Design-Build, Public Private Partnership, Alliance).

Environmental Conditions/Physical Demands

• Office building environment. 4 days in the office, 1 day remote.  Position can work in New York, Philadelphia or DC.

• Work in cubicle setting; stand, sit, bend, twist, use file drawers.

• Sit at computer to complete assignments, projects, and majority of tasks.

• Ability to work under pressure.

• Occasional travel may be needed.

The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
