SUMMARY OF DUTIES:
Provide C&S technical, logistical, and administrative support to the Division for the efficient and cost-effective management of C&S maintenance projects.

 

ESSENTIAL FUNCTIONS:

  • Has the overall responsibility for all communications and signals-related maintenance and capital improvement activities on the New York Division. Assists the Deputy Division Engineer in the preparation of plans for C&S improvements ensuring all projects are initiated using the department’s guidelines and that maintenance and construction programs support the existing schedule and maintain a safe and dependable environment for all train operations.
  • Must be intricately involved in the development of work activities, funding, spend plan, and project schedules.
  • Coordinate maintenance and construction projects with other departments, control force levels on the division by advertising/abolishing craft positions
  • Ensures regular inspections are made and the summary maintenance reports are provided to appropriate Amtrak management and the FRA.
  • Ensures all aspects of the physical plant meet or exceed current FRA standards.
  • Monitors the procurement status of all materials and ensures proper installation of materials.
  • Provides input to safety plans and emergency response plans for the Division.
  • Implements safety plan for the prevention and elimination of personal injuries and hazardous conditions on the right-of-way.
     

MINIMUM QUALIFICATIONS:

  • 7 years of relevant work experience.
  • BS degree in engineering or related field, or equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
  • AMT 23 & AMT 27, AMT-2, NORAC, RWP qualified.
  • Demonstrated knowledge of C&S construction, maintenance, and regulatory requirements.
  • Knowledge of track usage process.
  • Working knowledge of Bridges & Buildings, Communication &Signal, Track, and Electric Traction Departments.
     

PREFERRED QUALIFICATIONS:

  • 9 years of relevant experience 
  • Sr. Management, project management, inventory management, tech. supervision, effective communication, administration. Planning/scheduling, budget/finance, field production methods, C&S maintenance and construction methods, C&S operations and procedures, spreadsheets.
  • Effective writing, effective presentations, conducting meetings, conducting interviews, supervisory skills, advanced management and leadership, interpersonal communications, handling employee injuries, conducting investigations, PPE.
  • Excellent interpersonal skills to deal with all levels of employees both internal and external customers.

 

COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills
