The Lead Project Controls Specialist is responsible for developing, using and improving existing enterprise tools, systems and work processes to assist Project Management Practitioners in effective management control and reporting on cost, schedule and progress measurement for a moderate complexity project. Individuals in this role may develop project dashboards, schedules, cost performance reports and risk registers in close collaboration with assigned Project Manager and other team members. Lead Project Controls Specialists work under moderate supervision of a senior level Controls Practitioner or PMO Director, and may matrix into a project or program team. 



  • Project Control Specialist is the Liaison for our State Partners – CALTRANS, CCJPA, SJJPA, LOSSAN.
  • Responsible for providing updates on the AMTRAK projects as they relate to State owned equipment i.e. Wreck repairs, HVAC overhaul, OBIS, Flooring Mod, etc.
  • Create and document communication processes to help to streamline processes and communication for projects, FMIs, modifications and repairs on the equipment
  • Provide oversite / Project management for State run equipment modifications, fleet repairs and overhauls for Los Angeles and Oakland 
  • Interface and coordinate with Project manager, RSE, Safety, and QA to ensure projects have the proper material, resources and support from all parties involved.  Work with the team to ensure they are on track and problem solve when projects are off track
  • Coordinate with Amtrak, Caltrans, CCJPA, SJJPA and LOSSAN for joint initial inspections of equipment before modification and sign off after modification.   When concerns and/or issues arise during the process coordinate with team to sure they are addressed in a timely manner. 
  • Report out on action item tracker calls for LAX and OAK to the State Partners
  • Responsible for following up with team on projects and problem solve if there are concerns with the projects.
  • Responsible for coordinating contractor and vendor activities on equipment, including SMART ID.
  • Interfaces with onsite Contractor representative and provide weekly updates Contractor progress.
  • Provide and orchestrate dialogue with Senior Operations Analyst regarding contractors to maintain warranty and FMI updates and proper reporting
  • Attend State and Agency meetings to maintain communication and information updates on equipment



  • Minimum 6 years of relevant work experience with a Bachelor’s degree or any equivalent combination of education and work experience  
  • Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting) 
  • Experienced SharePoint, MSPS, Power BI/Access and Primavera user 
  • Strong focus on collaboration, team building, and customer service 
  • Effectiveness working diplomatically across teams with varying objectives. 
  • Strong oral and written communication skills across all levels 
  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information 
  • Experience with Project Controls management relating to cost, scheduling and estimating at a project level.  
  • PMP in good standing (or ability to obtain one within 12 months)
  • Must have work authorization in the United States. 



  • 8 years of relevant experience 
  • Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.  
  • Six Sigma Green Belt 
  • PMP-SP or RMP 
  • Transportation industry experience 



  • Must have excellent oral and written communication skills.
