TITLE: Project Controls Manager
LOCATION: Old Lyme, CT
DUTIES: Perform project controls tasks in close coordination with project management team(s) and oversee project controls for assigned scheduling and/or cost control staff. Support and manage all cost management activities, schedule submission reviews and impact analysis, and risk management activities on project. Develop reporting mechanisms, dashboards, and presentations of project performance indicators and present data to PM team and stakeholders to ensure cohesive picture of project/program and/or portfolio. Provide subject matter expertise on construction schedule management, earned value management, tools and techniques, and best industry practices. Assess project financial reporting, forecasting, and analysis and monitor major capital project / program / portfolio funding and/or budget. Integrate cost and schedule data and information for vendors and external entities to facilitate risk, schedule, and budget performance reporting. Manage Controls data via EPPM, SharePoint, or other approved EPMO systems and tools. Adhere to Amtrak Enterprise Project Management methodology.
REQUIREMENTS: Must have a Bachelor's (or equivalent) in Civil Engineering or a related field, followed by seven (7) years of progressive, post-baccalaureate experience as a Project Controls Manager or any occupation related to Civil Engineering. Must also have seven (7) years of experience: (1) Developing and managing integrated schedules, budgets, reports and forecasts for internal and external contractors/entities at project, program, and portfolio level using MS Project, MS Office, Procore, Primavera, and Power BI/Access tools; and (2) Performing Project Controls management relating to cost, scheduling, and estimating at project, program, and portfolio level using scheduling tools including MS Project and Primavera P6. Must also have three (3) years of experience: (3) Organizing and analyzing large volumes of financial, risk, and schedule performance data for organizational yearly budgets exceeding $25 million and life of project (LOP) budgets exceeding $100 million, including providing budgets, estimates, and forecasts to stakeholders; (4) Configuring, organizing, and analyzing project data inputs and outputs using EPMO systems and tools; Scheduling review and analysis, undertaking change order review and analysis, pay application and cost control, and estimating and quantity takeoff; (5) Using MS Office and SAP, including Business Planning and Consolidation (BPC); and (6) Scheduling review and analysis, undertaking change order review and analysis, pay application and cost control, and estimating and quantity takeoff. Must also hold the following certifications: (1) CMIT Certification; (2) Lean Construction Certification; (3) Procore Training Certification; and (4) Completion of OSHA Site Safety Training. All experience may be acquired concurrently. Remote work permitted in accordance with standard company policy. All positions require pre-employment background check verification and a pre-employment drug screen. Domestic travel to Amtrak facilities and Right-of-Way may be required up to 25% of the time as required for project meetings, company meetings, trainings, and other company business.
SALARY: $114,691 to $163,000 per year
