SUMMARY OF DUTIES:
The Director Apprenticeship Program role is responsible for the creation, certification, maintenance and administration of Amtrak apprenticeships programs in journeyman crafts, as well as ensuring consistency between the training received via the apprenticeship programs and other technical training. This role will also set and lead strategic recruitment efforts for Operations client groups across Amtrak’s organization as needed. This position will directly or indirectly manage a team of trainers with varying level of experience and competencies, driving performance and development of each individual as well as the unified team. 

 

This role will partner with the Highest Designated Officer as outlined within specific collective bargaining agreements and work directly with designated union representatives to ensure the training curricula for apprenticeships is developed/ implemented and will serve as the primary contact for said representatives with respect to the respective apprenticeship program. Further, this role is responsible for designing and implementing candidate sourcing strategies that enable increased volume of qualified, diverse talent hired into the organization. Responsibilities include the development of strong ties with institutions that will serve to advance Amtrak’s objective of developing its own pipeline of skilled craft talent, unique to our industry.

 

The Director Apprenticeship Program must have the ability to successfully manage projects and prioritize multiple deadlines and deliverables. The role is suited to a data-driven individual who will be expected to influence consistency across training and apprenticeship recruitment efforts. The candidate will draw on extensive knowledge of technical skills, technology use, operations and administration to build dynamic relationships with union apprenticeship functions, as well as hiring managers. This role will require adaptability to adjust to the evolving landscape of Amtrak business needs while ensuring a unified approach, ensuring the apprenticeship program(s) are delivering with consistency and quality every time. 

 

The successful candidate will drive premium processes and standards, as they align to our HR goals, business objectives and company priorities. Acting with a sense of urgency to fill the skilled craft needs of the business, the Director will be a catalyst for change and positive reinforcement to the organization.  This role is a leadership opportunity that will involve the coaching and development of multiple direct and indirect reports and leveraging the diverse talents of team members, with an eye toward the creation and maintenance of a world-class apprenticeship training model. 

 

ESSENTIAL FUNCTIONS:
• Ownership: establishing and maintaining apprenticeship programs in the crafts designated by the Company: to include coursework and recordkeeping in line with the standards required by a certified apprenticeship program.
• Partnering with operations management to determine manpower planning and the correct mix of apprenticeship candidates (internal/external).
• Setting the apprentice recruitment strategy, including partnerships with external institutions.
• Create opportunities for internal promotion within the non-journeyman crafts, to include pre-apprentice learning.
• Build interdependencies with union apprenticeship leaders and programs.
• Partner and support all Amtrak training teams to ensure quality, capacity and culture development needs are met across our enterprise’s training programming.

 

MINIMUM QUALIFICATIONS:
• Bachelor’s degree or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
• 7 years of relevant experience in a technical training/safety  position or managing a skilled craft workforce

 

MIMINUM KSA (Knowledge, Skills, and Abilities):
• Understanding of skilled crafts (journeyman) and the unions that represent those crafts
• Experience working in highly unionized and industrial environment
• Demonstrated ability to prioritize and manage tasks with finite resources
• Ability to manage relationships and influence peers 
• Knowledge of laws and regulations pertaining to recruitment and training


PREFERRED QUALIFICATIONS:
• Direct experience of 3+ years as an Apprenticeship Manager, Training Manager, or Coordinator 
• 9+ years of training or management experience for a railroad or heavily mechanized industry
• Experience in creating training curriculum
• General knowledge of Amtrak apprenticeship agreements
• Demonstrated customer focused delivery across multiple functions and business lines 
• Proven experience establishing diverse pipelines for technical and niche jobs
• Experience managing and driving recruitment strategies for multiple client groups
• Experience managing, training or mentoring others 
• Experience directing the work of multiple direct and indirect reports
• Influencing hiring managers on corporate initiatives and driving appropriate business decisions
• Comprehension and practice of Amtrak Talent Acquisition processes in detail 
• Experience influencing change management and process improvement initiatives 


WORK ENVIRONMENT:
A mix of office and classroom environments along with heavy industrial/field environments. Up to 50% travel.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

 

PAY TRANSPARENCY:

The salary/hourly range is $163,000-$211,140. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
