SUMMARY OF DUTIES:
The Deputy Chief Engineer Track is responsible for all Engineering functions of the Track Department nationwide including planning, programming, estimating, budgeting, design, inspection, maintenance and construction standards, and construction overview for bridges, tunnels, and facilities. Responsible for establishing Track standards, policy, and ensuring compliance. Develops and implements the annual capital Track program and the five-year strategic state of good repair plan. Directs Track design staff responsible for in house design, Architect/Engineer design consultants, and design review of external third-party projects on Amtrak property. Responsible for Track design for HSR and capacity improvements. Provides expert advice and technical support to the Chief Engineer and to the Engineering Maintenance and Engineering Project Delivery organizations, as well as non-Engineering departments. Responsible for Track matters involving federal and state agencies, commuter agencies, and other railroads.
ESSENTIAL FUNCTIONS:
- Develops and implements Track’s capital programs.
- Provides high level expertise on track inspection, maintenance, and construction.
- Responsible for Track project and program management, technical design supervision, planning and scheduling, budget and finance, contracts management, Field production methods, agency coordination, railroad maintenance, construction methods, operations and procedures.
- Establishes Track’s standards and policies, and ensures compliance including federal and state regulations with appropriate audit process.
- Provides expert advice and technical support to the AVP Engineering and Design and to the Service Delivery and Operations organization, as well as other Capital Delivery departments and Amtrak Orginizations.
- Represents Amtrak on Track matters with federal and state agencies, commuter agencies, other railroads, and the railway industry.
MINIMUM QUALIFICATIONS:
- B.S. Degree in Engineering
- Professional Engineer License or Extensive railroad Track work experience including demonstrated supervisory and field management experience, and extensive inspection, maintenance, and construction experience.
- Proven leadership in operations, cost reduction, process improvement, asset utilization, program and organizational management and a demonstrated understanding of railroad operations.
- Extensive experience in project and program management; technical design supervision, planning and scheduling; budget and finance; contracts management; field production methods; agency coordination; railroad maintenance; construction methods; operations and procedures.
- Extensive experience managing large, diverse and geographically dispersed groups of individuals.
- Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions.
- Known in the industry as a Technical Expert in Track Engineering.
PREFERRED QUALIFICATIONS:
- Excellent verbal and written communication, interpersonal, and collaboration skills with demonstrated experience both within and outside an organization.
- Must be able to prepare technical reports.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $182,330 - $236,300. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. In accordance with DOT regulations (49 CFR § 40.25), Amtrak is required to obtain prior drug and alcohol testing records for applicants/employees intending to perform safety-sensitive duties for covered Department of Transportation positions. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.
