Job Summary
The Director IMCS Asset Management Systems is responsible for overseeing, developing, and implementing the asset management product ecosystem for IMCS, including the work management system, comprehensive analytics, and support tools to drive adoption of best practices for asset management and enable IMCS to perform the right work at the right time, maximizing capital investment and delivering an efficient and reliable infrastructure to Amtrak’s customers. Responsibilities include:
- Directing system development, implementation, adoption, and end user support of the Enterprise Asset Management System (Maximo) for IMCS, continuously evaluating system performance, data streams, user experience, and reporting outputs to ensure IMCS progresses towards its goal of best-in-class asset management.
- Leading development and implementation of the Infrastructure GIS and associated processes used to manage asset master data, visually represent Amtrak’s infrastructure, and develop a range of geospatial tools to empower end users with high-quality geospatial asset information, improving the effectiveness of the IMCS work force and the assets they maintain.
- Guiding definition, development, and implementation of predictive analytics, incorporating all infrastructure asset-related data streams, to optimize data-driven planning and decision-making for repair or replacement of infrastructure assets in support of safe, efficient, and sustainable rail service.
- Leading Operations-wide initiatives to align systems, analytics, and tools to improve collaboration and cooperation while advancing Amtrak’s asset management goals.
Essential Functions
Oversee and provide direction to following teams within the IMCS Operations Support organization: (1) Asset Management System team responsible for the implementation, adoption, training, and support of Enterprise Asset Management (Maximo) for IMCS and administration of related asset management systems and applications; (2) Infrastructure Geographic Information Systems (GIS) team responsible for maintaining a complete, accurate asset database, visually representing Amtrak’s infrastructure, and delivering end user mobile applications with decision support tools; and (3) Data Analytics team responsible for the definition, development, and implementation of data analytics, data processes, and data pipelines that incorporate all IMCS data streams to advance informed decision making related to the maintenance and capital renewal of infrastructure assets.
- Oversee development and implementation of a comprehensive asset management product ecosystem that delivers world class tools and systems solutions that reduce asset downtime, extend equipment life, and optimize system performance to reduce the overall cost of asset management.
- Direct ongoing quality control activities to drive continuous improvement in asset management systems, integrations, and tools.
- Establish and oversee administration of a governance model for identifying, approving, and managing changes to established systems and interfaces, along with an ongoing process to monitor and improve performance of newly released applications to ensure that end user needs are fully supported.
- Provide continuous evaluation and oversight of operational data and reporting enabled by management applications and guide system development to ensure that IMCS and the Engineering Disciplines are receiving the maximum benefit from the implementation of EAM systems.
- Ensure that deployment of the Esri ArcGIS software platform supports spatial analysis and modeling of linear assets, cartography, LiDAR and GPS data collection, and includes scripting tools to tailor presentation of high-quality geospatial asset information to all levels of the Amtrak organization.
- Direct maintenance of the infrastructure GIS and systematic enhancement through collection of new asset categories, components, and sub-assemblies based on FRA requirements and input from subject matter experts.
- Establish a program to continually monitor available geospatial applications and technologies to strategically develop and deploy new solutions and geospatial tools that empower end users and guide decision-making about infrastructure assets in support of safe, efficient, and sustainable rail service.
- Guide development, implementation, and maturation of a robust analytics program for infrastructure assets using data collected by all available systems, applications, and repositories to perform root cause analysis, evaluate asset and maintenance data for trends, and prepare proactive maintenance/asset recommendations according to ISO 55000, PAS 55, or other asset management standards.
- Direct collaboration across IMCS and the Engineering Disciplines to develop and implement predictive analytics that enable timely repair/replace decisions about critical infrastructure, ensuring that findings are accessible and communicated to upper management.
- Drive delivery of reports and datasets for end-users using tools, databases or queries and scripts, and oversee collaboration with DT to consolidate and analyze unstructured, diverse "big data" sources to generate insights and solutions.
- Administer an ongoing quality control process and governance model for identifying, approving, and managing data analytics systems and interfaces to drive continuous improvement in data analytics process and use of predictive analytics in enterprise asset management.
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 11 years of relevant work experience.
- Experience and background in asset management.
- Experience in preparing and making effective presentations.
- Experience in railroad operations, policies, and procedures.
- Ability to prepare reports for executive level members of a corporation.
- Experience effectively managing project reporting and administrative tools and controls for multiple ongoing projects and/or programs.
- Experience in using process improvements and predictive analytics to drive operational efficiencies and improve business results.
- Ability to think and operate on both the strategic and tactical levels (i.e. develop short term solutions that complement and further longer term goals).
- Ability to synthesize disparate data and information, act decisively and influence others to support that decision.
- Ability to lead and manage organizational change.
Preferred Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 13 years of relevant work experience.
- Working knowledge of ISO 55000, PAS 55, or other Asset Management standards
- Related workforce management experience including ability to develop and maintain productive relationships through the use of interpersonal and conflict resolution skills

The salary/hourly range is $163,000.00 – $211,140.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
