Job Summary
This position is responsible for the development, implementation, and maintenance of Capital Delivery’s asset policy and prioritization processes, in coordination with the Deputy Chief Engineer’s and broader Amtrak senior leadership team to ensure ongoing alignment with enterprise-wide asset management processes, standards, and protocols. This role drives improvements in asset performance and availability by establishing supporting standards, processes, procedures, and guidance and directs all coordination and relationship management with cross-enterprise stakeholders and executive leadership on all aspects of the asset improvement program.
This role leads the co-ordination and development of standard specifications and policies for all asset disciplines, that are designed to maximize asset performance and availability for their designed function. This role is also responsible for the development of an asset performance management framework, including the selection of key performance indicators and annual performance targets following industry benchmarks.
Essential Functions
- Lead the development of Amtrak’s infrastructure engineering asset prioritization processes, to support the betterment of Amtrak’s state of good repair planning, obsolescence management and allocation of capital funds to improve asset condition
- Leads the development of minimum annual asset investment requirements, that are considerate of long-term business objectives
- Co-ordinates Engineering Services annual and five-year plan requirements, working with stakeholders to ensure business needs are understood and reflected in plans
- Directs the development and on-going maintenance of baseline asset specification documents, per asset category, in coordination with Deputy Chief Engineers
- Supports the introduction and integration of new technology into capital planning specifications and workplans
- Monitors emerging industry changes, and emerging industry risks, to ensure capital prioritization activities remain current
- Coordinates, and leads, continuous improvement reviews at a frequency that enables improvement opportunities are reflected in specifications and plans
- Supports deputy chiefs, and delivery functions, in the remediation of technical queries that relate to capital plans
- Supports the development of unit costs, provides clarity of business planning activities
- Develops strategy to improve Engineering Service’s asset management activities through the coordinated solution including policies, processes, technology, and resources aligned to support final objectives.
- Communicates and works closely with departmental peers and executives across functional areas to build procurement influence and set procurement policies and direction.
- Effectively creates and uses written material, oral presentations and verbal interchange, and is at ease working with business leaders and executive staff.

Minimum Qualifications
- Bachelor’s degree in business or equivalent business experience in the field of accounting, public administration, computer science, or related field plus 11 years of relevant experience.
- In lieu of a four-year degree, 15 years of directly relevant experience is required to satisfy education and experience requirements.

Preferred Qualifications
- Experience with federal asset management requirements and knowledge or application regulations required.
- Training in process improvement, communication, and change management desired.
- Experience managing federally funded projects desired
- Strong analytic experience in transportation, urban, asset management, or security planning.
- Extensive project management experience.
- Experience with data analytics tools like Tableau
Knowledge, Skills, and Abilities
- Strong operational mind set combined with experience in combining data analytics and process thinking to drive improvements on key metrics.
- Excellent communication skills – oral and written.
- Strong decision-making and problem-solving skills.
- Ability to provide subordinates with guidance, direction, motivation and training to ensure quick, effective acquisitions for approved purchase requisitions.
- Ability to effectively manage in a fast-paced environment with frequently changing priorities
- Experience with data analytics tools such as Tableau, SAP Business Objects, MS Access
- Adept, advanced user of MS Excel
- Has the ability to travel via a variety of modes as needed.
- Embraces learning new tasks, both complex and simple, to maintain effectiveness in this position
The salary/hourly range is $163,000.00 – $211,140.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
