Work Arrangement: Onsite- This role can be based in Philadelphia, PA, Wilmington, DE, and Washington DC
SUMMARY OF DUTIES:
This position is responsible for the strategic planning, management of solicitations and contract management for Mega Projects, over $100 Million, in support of Amtrak’s Capital Delivery department. This includes pre-award, award, and post award phases of procurement including but not limited to, solicitation development, commercial evaluations, contract negotiations, post-award contract administration, and primary supplier ownership.
ESSENTIAL FUNCTIONS:
•Directs/oversees senior managers, managers and lead contracting officials whose responsibility includes internal customer support in business case development, acquisition strategy, creation of appropriate solicitations, market analysis, cost/price analyses, terms and conditions negotiations, contract creation, award and administration, and post-award contract and supplier management.
- Lead and support projects utilizing Alternate Delivery methods, including:
- Design-Build (DB) – integrating design and construction services under a single contract to streamline project delivery.
- Construction Manager at Risk (CMAR) – overseeing construction with a guaranteed maximum price, ensuring cost control and quality.
- Progressive Design-Build (PDB) – fostering collaboration between owner and design-builder during early project phases to optimize outcomes.
• Provides guidance, direction, motivation and supports staff training to ensure timely, compliant, cost-effective and acquisitions and cost eliminating contract management.
• Communicates and works closely with departmental peers and executives across functional areas, primarily to build procurement influence and set procurement policies and direction
• Leverages best practices and makes decisions based on the best interests of Amtrak
• Proactively engages all of the relevant internal parties in cross-functional activities to achieve shared goals and metrics to achieve success
• Effectively creates and uses written material, oral presentations and verbal interchange, and be at ease working with business leaders and executive staff
• Regularly reports out progress and significant developments to senior management
• Interfaces directly with end-users, suppliers, Amtrak senior leadership, attorneys and government agencies as needed
MINIMUM QUALIFICATIONS:
• Bachelor’s degree in business or strong equivalent business experience in procurement and contract administration
• Experience with procurement and contract administration experience
• Prior satisfactory job performance
• Ability to develop and implement high-dollar complex contracts while providing guidance and direction as a multifunctional team leader
• Ability to provide guidance to executive end users and staff in the development of strategic plans for the acquisition of large scale mega construction projects.
• Ability to promote effectively the integration of corporate-wide and departmental strategies and operating objectives and be able to develop and implement comprehensive acquisition plans consistent with corporate programs and objectives
• Ability to establish appropriate methods and procedures to effect efficient and accurate control of procurement commitments and schedules including cost reduction programs to accomplish system-wide savings
• Extensive knowledge and experience in the field of procurement, contract administration, management, ERP systems including SAP, and knowledge of procurement software such as Ariba.
• Strong decision-making and problem-solving skills
• Ability to provide subordinates with guidance, direction, motivation and training to ensure cost-effective acquisitions, good negotiating strategies, value-analysis techniques, in-depth market research of market trends, and new purchasing and negotiation techniques
• Ability to manage effectively in a fast-paced environment with frequently changing priorities
• Ability to travel via a variety of transportation modes and to work irregular hours
• Embraces learning new tasks, both complex and simple, to maintain effectiveness in this position
PREFERRED QUALIFICATIONS:
• Masters’ Degree in business or purchasing/procurement
• 10+ years procurement and contract administration experience
• Certified Purchasing Manager or Certified Professional in Supply Management
• Senior level commodity and market expertise and supplier management skills
• Extensive project management experience
• Proven record of accomplishment of improving business processes and delivering measurable results
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $163,000 - $211,140. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
