Job Summary
The Lead Learning Systems Specialist is responsible for the business administration of Amtrak’s learning management system (LMS) and overall training technology. Including design, execution, and management of the business processes associated with these systems to ensure seamless user experience, data accuracy, integrity, and regulatory compliance.
This role will perform various administrative oversight tasks utilizing out of the box functionality built into the systems to support business processes. This role will also provide support to end users.
This role will manage associated Change Management processes related to the systems. This role will identify opportunities for enhancements, assess net impact of process changes, work with the Digital Technology team to implement any technical aspects required, and develop plans to ensure successful implementation of process changes.
This position will interface with various stakeholders, subject matter experts, instructional designers, and instructors throughout the organization. The successful candidate will possess technical expertise, analytical curiosity, project management mindset and excellent communication skills.
Essential Functions
- Supports all aspects of LMS platform as a subject matter expert (SME). This includes creation of Instructor-led and eLearning course items, exams, programs, curriculum, surveys, uploading and managing content, managing learning assignments, recording learning, management of instructor/user profiles and contributing to ongoing system improvements.
- Monitor and maintain training assignments to ensure correct targeting
- Responds to user issues and assists in troubleshooting system issues. Partner with Digital Technology (DT) for ticket management.
- Provides training to end-users and other administrators as it relates to the various training systems and creates/maintains job aids to support their function.
- Compiles reports for training and compliance metrics using multiple data sources for individual departments as well as company-wide based on criteria and deadlines.
- Provides project management and ongoing support of training technology initiatives.
- Provides compliance support related to Amtrak policies, local/state laws, and various railroad regulatory/governing bodies. In particular, FRA regulation 49 CFR 243- Training, Qualification, and Oversight for Safety-related Railroad Employees.
- Establishes and maintains effective relationships with our external vendors and internal partners across the business.
- May oversee and mentor an intern assigned to assist with LMS administration functions. The incumbent will be responsible for onboarding the intern, providing guidance and training to ensure proficiency in LMS processes, and supporting the intern’s professional development throughout the assignment.
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 6 years of relevant work experience.
Preferred Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 8 years of relevant work experience.
Knowledge, Skills, and Abilities
- Ability to interpret regulations to ensure training compliance for the company.
- Highly technology-literate and can quickly learn new applications, software, and tools.
- Strong analytical skills. Ability to conduct problem recognition, research solutions and follow-up steps.
- Flexibility to respond quickly and positively to shifting demands and opportunities.
- Must be self-motivated and able to work independently with minimal supervision.
- Excellent verbal and written communication skills and ability to professionally and efficiently communicate through all mediums (i.e. phone, e-mail, face-to-face, etc.).
- Demonstrated ability to interact effectively with internal customers at all levels of the organization.
- Proficient in Microsoft Office suite (Word, Excel, Powerpoint, Sharepoint, Forms, Visio) Working knowledge of advanced functions in Excel (i.e., formulas and pivot tables).
- Proficient in project management tools (MS Project, ASANA, Smartsheet, or similar system)
The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
