Job Summary
Responsible for developing, implementing and managing procedures, training tools and communications to support environmental compliance and the Amtrak Environmental Management System (EMS). Manages national programs and initiatives such as recycling in support of environmental goals and process improvements. Maintains EHS documentation and prepares reports and communications on environmental performance, compliance and progress to Amtrak management and outside agencies.
Essential Functions
· Develops effective environmental procedures, manuals, guidelines and other materials suitable to audiences at all levels of the corporation. Communicates procedures and guidelines throughout the company.
· Develops training and communications materials and approaches for management and craft personnel on applicable Federal, state and local environmental laws and regulations and Amtrak environmental policies, programs and procedures. Schedules, coordinates and conducts environmental training classes for groups within the department and for other departments.
· Plans and coordinates environmental professional development workshops for up to 50 attendees, including planning content, coordinating venue and logistics, and engaging internal and external presenters.
· Advises and supports Amtrak Operations management and field environmental personnel on regulatory programs, site-specific procedures and environmental training programs and supports program implementation and evaluation. Conducts regulatory program monitoring and identifies and implements improvements in environmental programs and training.
· Supports implementation of Amtrak’s comprehensive Environmental Management System (EMS), including maintaining electronic and print documentation, coordinating steering committee meetings and implementing and reporting on controls and action plans.
· Manages national environmental programs and initiatives in coordination with other departments in support of Amtrak environmental goals, e.g., recycling and waste management, construction waste diversion, energy efficiency, spill prevention, and stormwater best management practices. Coordinates specific tasks in support of these programs, collects and analyzes data, and prepares reports and recommendations.
· Leads national compliance program for air quality requirements, including reporting of locomotive emissions and instances of non-compliance with emission controls (e.g., use of diesel exhaust fluid). Prepares reports and notification letters for submittal to regulatory agencies.
· Manages and monitors the Environmental Review process, including intake and tracking of project environmental review requests and change management forms from all Amtrak departments, assignment of reviews to appropriate personnel, tracking of response completion, and developing key metrics to assess the effectiveness of the program. Trains project managers throughout the company on the review process,
· Serves as program administrator and subject matter expert on environmental information management systems and provides guidance to user groups. Manages electronic systems and tools for environmental recordkeeping and for control and retention of environmental documents.
· Manage the EH&S documentation and responses for Amtrak’s annual financial audit and support business functions associated with Amtrak’s environmental liability reserve. Provide support for environmental cost-recovery efforts.
Minimum Qualifications
· Bachelor’s degree in environmental or related sciences, environmental engineering or environmental management, or equivalent combination of undergraduate education, training and work experience may be considered in lieu of a degree
· 6 or more years of prior relevant experience required
- Experience in environmental procedures and program development and implementation, developing and delivering employee training, preparing environmental communications, and project management
Preferred Qualifications
· Professional environmental or related certification or ability to obtain certification
· Advanced degree in engineering, environmental sciences or related science degree
Knowledge, Skills, and Abilities
· Strong written and verbal communication skills
· Demonstrated presentation and training skills, and experience developing training content
· Demonstrated coordination and facilitation skills · Broad knowledge of environmental regulations and compliance requirements. Focus areas include stormwater permitting, SWPP Plans, oil tank management, SPCC Plans, hazardous waste and universal waste management
· Experience with environmental management systems
· Experience using PC-based software programs including spreadsheets (Microsoft Excel); Microsoft Word, and PowerPoint presentation software; and data management systems
· Experience with program development, program management and reporting · Self-motivated and able to work independently
The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
