SUMMARY OF DUTIES:


The Facilities Development Lead is responsible for assisting the stations and facilities team with the management and oversight of Amtrak’s physical assets, including stations, corporate offices and other facilities to improve its core business through enhancing the customer experience. The incumbent will assist with the development and delivery of short, medium and long-term capital maintenance and improvement projects for facilities, as well as planning and project management functions for new and renovated facilities systemwide. In addition, this position is responsible for supporting Amtrak’s station managers and operational team in identifying, evaluating and resolving operational and programmatic deficiencies across individual facilities.

 

This role is hybrid role based in Philadelphia, PA 

 

ESSENTIAL FUNCTIONS:


• Assists the Facilities Management Managers (FDMs) with a thirty-party facilities management service provider and associated contractors and subcontractors to include quality management and service delivery verification.
• Evaluates facilities with station managers, FDMs, and other internal and external support staff, to identify operational and programmatic deficiencies.
• Assists with the development, management, and implementation of facility construction projects of various scales, directly with, or with the engagement of, third-party service providers, including new construction, renovation or replacement projects for all aspects of facilities.
• Assists or manages small projects and initiatives related to Amtrak’s improvement and enhancement of the customer experience at Amtrak-served stations systemwide.
• Assists FDMs with the development of short, medium and long-term capital and asset plans for a defined region identifying all capital components, the life cycle, and annual capital budgets necessary to maintain stations in a state-of-good-repair (SOGR).
• Responsible for following facility maintenance standards and service goals on a regional basis; Implements projects within budget; reviews maintenance operations against those standards and goals. 
• Collaborates with Amtrak departments, managers, and external partners to foster ongoing communications and ensure system-wide consistency in implementation of facilities management functions and standards.
• Performs on-site inspections and assessments for project scope development, performance, completion and quality assurance during all project phases.
• Participates in the development and evaluation of RFQs and RFPs for planning, design and construction contracts for facility improvements.
• Performs additional responsibilities and special assignments, as directed by supervisor.


MINIMUM QUALIFICATIONS:


• Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
• Demonstrated management experience and leadership abilities. Ability to manage multiple projects with competing priorities and tight deadlines.
• Demonstrated communication/presentation skills and experience including distilling and communicating complex issues to senior level officers.
• Knowledge of facilities management, design and construction disciplines.

PREFERRED QUALIFICATIONS:


• 6 years Bachelor’s degree in architecture, construction, planning, engineering, project management, facilities management, business administration, or a related field.
• Direct experience with implementing facility management and/or capital maintenance and/or improvement plans for multiple facilities on a national platform.
• Relevant experience in the transportation and/or railroad industry.

• Constantly, or frequently, uses a computer, monitor, keyboard, mouse and other related electronic equipment and software to perform a variety of tasks. 
• Ability to work in an office building environment. Ability to work in a remote location with access to wireless internet and phone while outside of the office or traveling on business.
• Ability to walk throughout all parts of transportation facilities and mechanical yards wearing personal protective equipment when necessary.
• Frequently or occasionally travels throughout the country as required (via airplane, train, automobile, etc.). Ability to travel by train overnight to various stations.

The salary/hourly range is $90,830-$117,720. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
