Job Summary

The Lead Project Controls Specialist – Risk is responsible for assisting the Project Controls Manager – Risk in implementing Risk Management processes and procedures to drive effective project risk management across Amtrak’s Capital Delivery projects and programs. Individuals in this role will be responsible for assisting with the preparation, revision, and approval of the Capital Delivery Risk Management procedure and accompanying training materials. Other responsibilities include: actively engaging with Project  and Program Teams as well as other stakeholders (Engineering, Construction Management, Procurement, Third Party Stakeholders, Contracts, Real Estate, Legal, etc.) on conducting risk identification and analysis and in updating project and program risk registers as needed. The individual may also develop project and program dashboards displaying key risk data drawing upon the status of the current risks and issues. 

Essential Functions

  • Assist the Project Controls Manager – Risk in conducting risk identification, developing detailed risk response plans, and conducting post-mitigation workshops for large, highly complex projects with a total cost over $25M.
  • Conducts evaluation, analysis and impact assessment of identified project risks to enable project/program teams to develop risk mitigation plans and contingencies
  • Coordinates with Project and Program Management team to ensure compliance with Risk Management Procedure.
  • Manages project risk data via Enterprise Project Management system, SharePoint or other approved systems and tools.
  • Develops and maintains Project/Program risk control tools and workflows.
  • Serve as risk manager of small to medium complexity capital construction or engineering project / program(s).
  • Assists with preparation and maintenance of department governance policies, frameworks, and procedures on project risk management incorporating current best practices used in the construction and transportation industries.  Participates to change review boards ensuring adherence to contingency management policy
  • Supports Project Managers and Cost Engineers to ensure Budget, Scope and Schedule changes are addressed within risk register.
  • Leads or supports creating and maintaining risk dashboard.
  • Provides timely updates to Program and Project Risk Registers.
  • Coordinates, as needed, with other Project Controls staff to provide and obtain necessary project data.
  • As needed, provide project and program risk performance and feed this data to ensure a cohesive picture of the Project/program and/or portfolio.
  • Other duties as assigned

Knowledge, Skills, and Abilities

Demonstrated knowledge and understanding of:

  • Principles and practices of project risk management through all phases of the project lifecycle
  • Principles and practices of construction services and materials procurement
  • Monitoring capital project / program / portfolio funding availability, compliance, and reporting.
  • Principles of business letter writing and report preparation

Skilled in:

  • Tools, methods, standards, and best practices of project risk management.
  • Coordinating with schedule managers and cost estimating managers to obtain appropriate accurate and valid data
  • Facilitating project risk workshops on medium to high complexity capital projects with relevant project stakeholders including Project Management, Procurement, Contracts, Operations, Engineering, Construction Management, etc.
  • Project risk management metrics, performance analysis, dashboards, and progress reports.
  • Researching, analyzing, evaluating, and implementing new business processes, tools, methods, and techniques to improve performance or output.
  • Establishing and maintaining productive working relationships with those contacted in the course of work.
  • Leading effective meetings.
  • Delegating authority and responsibility.
  • Communicating complex information clearly and concisely, both orally and in writing.
  • PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to document risk registers, prepare effective business analyses, memos, and presentations.

Minimum Qualifications

  • Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • 6-9 years of relevant experience preferred. An equivalent combination of education and experience may be considered.
  • Comprehensive project controls understanding with a strong focus on project and program risk management.
  • Excellent oral and written communication skills to facilitate risk workshops across a project team.
  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information.
  • Valid Driver’s License or ability to utilize an alternative method of transportation when needed to carry out job-related functions.

Preferred Qualifications

  • Graduate Degree
  • Basic knowledge of construction contracts (Design-Bid-Build, Design-Build, Construction Manager at Risk) and contract administration
  • Experience delivering a capital construction project under active rail traffic
  • Familiarity with grants, procurement, project controls, construction, engineering, third party agreements, and/or permits
  • PMP Certification in good standing, or ability to obtain within 12 months
  • PMI-SP, PMI-RMP, CCP or PSP certification
  • PE, AICP, or CCM 

Work Enviroment

  • Office building environment.  4 days in office, 1 day remote.
  • Work in cubicle setting; stand, sit, bend, twist, use file drawers.
  • Sit at computer to complete assignments, projects, and majority of tasks.
  • Ability to work under pressure.
  • Occasional travel as needed.

 

The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
