SUMMARY OF DUTIES:
This position will assist in the technical development of a Northeast Corridor (NEC) and connecting corridors comprehensive infrastructure investment plan, including long-range State of Good Repair and improvement plans to ensure reliable service, capacity for growth for all users, and implementation of major improvements needed to meet the mobility needs of the region, including advancing higher-speed service. The incumbent will coordinate closely with service planning, simulations modeling, network planning and fleet planning personnel, Amtrak Engineering, Major Programs Delivery, and external stakeholders including the Federal Railroad Administration (FRA), NEC Commission, and states, commuter, and freight railroads as required. To help inform Amtrak’s collaborative, long-range vision for the NEC, working closely with service planning and simulation modeling staff, this position’s responsibilities include supporting the development of both a comprehensive long-range plan and a more detailed five-year plan for all Amtrak infrastructure assets, focusing on the NEC, including project descriptions, estimated costs, implementation schedules, operational benefits and benefits of investment. This position will also assist the NEC Commission and internal Amtrak staff to convert the Connect 35 vision to a plan that could be implemented on the NEC. This position is also responsible for generating ideas and concepts to improve NEC operations, speeds, and capacity through proposals including improved signaling and targeted capacity improvements, then vetting these ideas with multiple Amtrak departments such as Engineering and Delivery for implementation.
ESSENTIAL FUNCTIONS:
• Participate in the development of a long-range vision for the Northeast Corridor and service plans necessary to meet that vision and participate in developing a comprehensive infrastructure investment plan for the Northeast Corridor and connecting corridors.
• Contribute technical planning for shorter-range Amtrak infrastructure investment projects, within the long-range vision, that have demonstrated on-time performance (OTP), run time, revenue, or other desirable improvements.
• Review and analyze third party investment projects impacting Amtrak assets to ensure conformance to the NEC long-range vision and that train operations are not negatively impacted.
• The position will perform/coordinate internal third party design and property reviews for multiple departments to ensure conceptual and operational standards are met. Design and property reviews include interfacing mostly with Capital Delivery, Real Estate and Stations/Facilities Groups
• Undertake initial investigations of potential rail line infrastructure improvements to support future NEC HSR, Regional, and commuter rail service plans used to guide public and Amtrak investment decisions. Such activities shall include evaluation of operational and financial requirements, community and environmental impacts and associated activities of other stakeholder organizations necessary to achieve goals.
• Undertake initial investigations of potential facility improvements to support future service plans. Such activities shall include passenger stations and terminals, as well as commercial development requirements affecting NEC operations.
• Provide detailed coordination and assistance to Engineering, Transportation, Mechanical, Major Programs Delivery, Finance, and other departments to support the above areas.
• Develop integration strategies for selected capital improvements and coordination of improvements prepared by others into a fully integrated capital program to support future service planning efforts.
• Conduct and manage meetings with Amtrak and external stakeholders in support of advancing future programs.
• Provide analysis of critical program elements in order to substantiate operational, financial and other benefits (i.e., environmental and energy, etc.).
• Prepare and present as needed, technical and policy-related reports and presentations of the on-going program activities.
• Represent Amtrak at technical and public meetings in support of program planning efforts as requested.
• Maintain data repositories project specific long-range capital plans, five-year plans, and service plans.
• Assist in seeking and obtaining consensus among internal Amtrak and external stakeholders for improvement and expansion concepts and plans.
• Other duties as may be assigned.
MINIMUM QUALIFICATIONS:
• Bachelor's Degree in business, transportation, engineering, planning, railroad operations or closely related field or equivalent combination of training, education and relevant experience.
• Five years of relevant experience.
• Superior quantitative and analytical skills including use of computer-based database, spreadsheet, presentation programs.
• Experience reviewing railroad facility plans with respect to determining feasibility and impacts on train operations.
• Demonstrated experience in the railroad and/or transportation industry supporting service expansion initiatives.
• Basic understanding of Track and Signal design as it relates to rail network optimization.
• Communication and presentation skills and experience communicating complex issues to senior level officers.
• Demonstrated ability to work collaboratively with staff and decision-makers at all levels while successfully challenging conventional practices and incorporating new approaches to business.
• Ability to resolve problems with conflicting priorities in cognitively demanding situations.
• Ability to work under pressure.
PREFERRED QUALIFICATIONS:
• Master's Degrees in business, transportation, engineering, planning, or a closely related field railroad operations or equivalent combination of training, education and relevant experience.
• Four years of relevant experience in railroad planning, railroad infrastructure railroad operations experience.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary range is $87,660-$113,610. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
