SUMMARY OF DUTIES:
The Lead Outage Planner facilitates coordination for outages that promotes alignment with the long-term master plan and construction schedule for the Northeast Corridor (NEC). The incumbent monitors production project planning, development, and implementation activities; provides early warnings of project delays, risks, and issues impacting the master schedule and/or creating resource conflicts; and proposes solutions that minimize deviations from the plan as well as impacts on passengers & operations. The coordinator role supports comprehensive, long-range work planning on the NEC that optimizes usage of planned track outages, ensures project and resource readiness in advance of planned outages, and promotes effective and efficient capital project delivery.
ESSENTIAL FUNCTIONS:
- Facilitate all aspects of work planning coordination for assigned outages to promote alignment with the long-term master plan and construction schedule for the NEC and effective and efficient capital project delivery.
- Leads structured work planning coordination meetings with internal and external stakeholders to review project readiness, confirm resource needs and availability, and ensure maximum outage productivity.
- Ensures timely preparation and distribution of all meeting materials (planning checklists, graphics/visualizations, project status reports, etc.). Provides upfront technical and other support to participants to ensure meetings are efficient, focused, and productive.
- Engages in routine communication with project teams and monitors project planning, development, and implementation activities to asses/confirm readiness for upcoming schedule milestones.
- Provide early warnings of project delays, risks, and issues impacting the master schedule and/or creating resource conflicts; works across teams to propose solutions for schedule adjustments and resource allocations that minimize deviations from the plan as well as impacts on passengers & operations.
- Supports the consistent application of resource allocation guidelines, project prioritization framework, and conflict resolution framework in coordination with relevant internal departments and external stakeholders.
- Promotes collaborative working relationships with internal stakeholders (e.g., Service Delivery & Operations Dept., Strategy & Planning Dept., Finance Dept.) and external stakeholders (e.g., FRA, NEC state and commuter rail partners, NEC Commission staff).
- Effectively contributes to a safe and secure work environment for employees and travel experience for customers; demonstrates necessary leadership to support a zero incident and injury culture within Amtrak.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Transportation Planning, Engineering, Construction Management, Public Administration, Public Policy, or a closely related field. Equivalent combination of training, education, and relevant experience may be considered in lieu of a degree.
MIMINUM KSA (Knowledge, Skills, and Abilities):
- Principles and practices of project management; project delivery; and capital planning and reporting.
- Principles and practices of effective stakeholder facilitation, consensus building, and conflict resolution.
- Microsoft Office suite, including Excel, Power Point, Word, and SharePoint; familiarity with Microsoft Project and Visio.
Skills and Abilities to:
- Utilize critical thinking and analytical skills to optimize usage of planned track outages, monitor risks impacting schedule adherence, adjust work plans and schedules, and support conflict resolution and prioritization decisions.
- Communicate and articulate complex issues clearly and concisely in verbal and written form, and effectively interact with internal and external stakeholders at all levels.
- Effectively manage time, set priorities, and achieve results in a dynamic, fast-paced environment.
- Collect, organize, and analyze various data and information in support of facilitating comprehensive work planning coordination processes.
- Motivate and support people across the organization to work collaboratively to produce superior results; solicit alternative points of view and objectively articulate the strengths and weaknesses of various options to reach an informed decision.
- Identify problems and develop and implement solutions; facilitate effective conflict resolution; network with internal and external stakeholders and leverage relationships to resolve complex project issues; exercise judgment and creativity in making decisions.
- Understand, interpret, and apply applicable laws, rules, regulations, policies, procedures, budgets, contracts, and labor/management agreements.
PREFERRED QUALIFICATIONS:
- Bachelor’s degree in Transportation Planning, Engineering, Construction Management, Public Administration, Public Policy, or a closely related field.
- 8+ years of relevant experience in project management, scheduling/project controls, capital construction, transportation planning, industrial engineering, and/or public administration.
Advanced knowledge of:
- Amtrak’s operations, mission, goals, and business lines.
- Primavera, TILOS, Microsoft Project or similar project scheduling software
- Theories, principles, and practices of passenger railroad systems design, construction, operations, and maintenance.
- Railroad basic infrastructure and components, including track, structures, communications, signals, and electric traction systems.
- Experience with and understanding of key stakeholders:
- U.S. Department of Transportation / Federal Railroad Administration
- NEC Commission organization and membership
- Relevant Congressional Committees and their membership
- State and local governments
- Commuter railroads
- Freight railroads
WORK ENVIRONMENT:
- Willingness to travel approximately 20% based on business requirements
- 3 days in the office, 2 days remote
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $94,300 - $122,256. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
