SUMMARY OF DUTIES:

The Capital Construction Manager is responsible for the management and oversight of the Capital Construction for the Intercity Trainset Facilities Program. The Manager Capital Construction reports to the Senior Manager, Capital Construction for the Intercity Trainset (ICT) Facilities Program. This position will be Amtrak’s “global” point of contact during the design development and construction phase of the projects which may use services provided by General Contractors, Design/Build Contractors, Amtrak Force Account (FA), Capital Program Stakeholders which includes Engineering, Transportation, Finance, Real estate, Corporate Planning Departments. The position will oversee 3rd party, full-service Construction Management (CM) companies that may be hired to act as Amtrak's agent during construction. This position also requires collaborating with any regulatory agencies to execute the construction of all ICT facilities.  This position will collaborate closely with the above contactors, capital program stakeholders, and companies to expedite the preparation and implementation of all project information and work scopes needed to initiate constructability reviews and capital construction coordination of the ICT facilities program

 


ESSENTIAL FUNCTIONS:

• Provide constructability reviews on design documents during development and all construction phase submittals associated with the Project. Ability to identify and provide mitigation resolutions to critical issue and conflict. 
• Development of manpower requirements and schedule breakdown of identified work orders.
• Review contract design documents and assists with bid forms, pre-bid conferences, and proposal evaluations and recommendations, and negotiations with consultants and contractors.
• Direct, manage, and coordinate construction projects and programs of the ICT projects to ensure that critical issues are properly resolved and are in compliance with Contract Documents.
• Provide leadership and oversight to all construction efforts to ensure that all projects are executed in accordance with the scope, schedule, budget, safety, quality, and contract requirements. 
• Provide oversight to CM consultant to ensure that the 3rd party contractors execute the project in accordance with the agreed upon scope, costs, and schedule to ensure project goals are achieved.
• Provide formal weekly and monthly project status reports addressing actual and forecast costs, resources and materials used to the Project Manager.
• Resolve and document design and field construction issues and concerns.
• Attend progress meetings and act as liaison for Project Manager.
• Reviews and approves monthly payment requests from 3rd party contractors.
• Evaluate 3rd party contractor’s monthly construction schedule update and reconcile to be inline with actual production and forecasts.
• Review requests for change from the field, assess and, if appropriate, prepares a potential change notices with appropriate justification for submission to PM.
• Coordinate project’s construction activities with other capital, reimbursable, and agency projects and programs from other departments to ensure adequate resources are available, as well as arranging for track outages, and the labor forces to be available as planned and scheduled.
• Assist design projects with site walk-downs and track outages planning and guidance. 
• Prepares and reviews construction estimates and schedules.
• Prepare, develop, and implement the construction and maintenance, testing, startup, and operation procedures for projects and programs.
• Recommend policy/procedure improvements.
• Monitors risks and claims and suggest ways to minimize.
• Coordinate project work schedules around special events.
• Communicate and implement safety rules, policies, and procedures in support of the corporation's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees.
• Maintains, supports, and promotes a safe work environment while complying with all of Amtrak’s safety rules, policies, and procedures.
• Prepare force account estimates and tracks force account labor, material, and other resources.
• Ensure force account labor and related charges and properly documented and provides to the Finance department for billing and project cost purposes.

 

 

MINIMUM QUALIFCATIONS :

• BS degree in engineering, construction management, or a closely related field, or the equivalent combination of education, training and/or 10 years of relevant work experience. 
• Extensive Construction Management experience
• Demonstrated experience as a manager/supervisor of construction and/or maintenance projects and/or programs.
• Demonstrated supervisory/management experience as the senior level and interface experience in a matrix organization.  
• Demonstrated experience in managing large multi-discipline projects/programs from the concept phase through design and construction.   
• Demonstrated ability to manage multiple priorities under tight constraints. 
• Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.  
• Possess strategic and tactical skills required for planning and executing complex project work. 
• Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
• Strong Safety Focus.
• Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
• Excellent written and verbal communication skills.
• Ability to work effectively with internal and external stakeholders. 
• Valid driver’s license

 


PREFERRED QUALIFCATIONS:

• Demonstrated experience in construction management of multiple construction projects and/or programs in an active railroad environment.
• Demonstrated knowledge of Amtrak standards (MW1000, Engineering Practices, NORAC, AMT-1, AMT-2) and Federal Railroad Administration (FRA) Safety Standards and OSHA.
• Practitioner experience with construction and construction management.
• Licensed as professional engineer or architect
• Certified Construction Management (CCM) 
• Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedule and budgets of capital improvement and capital maintenance programs. 
• Must be physically capable to conduct field inspections and participate in project walkdowns which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 60 lbs.

Must have excellent oral and written communication skills.
 

The salary range is $110,830.00 - $143,640.00.   Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
