SUMMARY OF DUTIES:

The Infrastructure Maintenance & Construction Services (IMCS) Operations Support Department develops the strategy and implements business processes and systems solutions collaboratively across IMCS to promote best practices in infrastructure asset management. Within IMCS Operations Support, the Data Analytics team collaborates with IMCS leadership and Engineering Services to provide data analytics that support decision-making for infrastructure asset management.
The Mgr Data Analytics is responsible for guiding the development, implementation, and maturation of a robust data analytics program for IMCS and the Engineering Disciplines utilizing information captured by Amtrak’s Enterprise Asset Management (EAM) system, Enterprise GeoSpatial (GIS) system, and other systems that support the IMCS asset management program. This position is responsible for utilizing data collected through a variety of developed applications by field users in Engineering’s Track, Structures, ET, and C&S departments, incorporating other key data points, performing root cause analysis, etc. to gain asset and maintenance intelligence and ensure that the investment made in these electronic applications fully enables predictive analytics. This position is responsible for overseeing the delivery of technology solutions to enable predictive analytics that will reduce asset downtime, extend equipment life, and optimize system performance to reduce the overall cost of asset management. Where additional data points are required for predictive analytics, but not yet collected, this position will work with the appropriate disciplines/business leads to implement new data collection processes. In addition, this position oversees the training, support, and maintenance of internal tools including data warehousing/processing environments, used for data analytics. The Manager Data Analytics oversees the data analysts responsible for generation of ad-hoc reports and regular datasets for end-users using tools, databases or queries and scripts, and the data engineers responsible for developing and programming methods, processes, and systems to consolidate and analyze unstructured, diverse "big data" sources to generate insights and solutions, and interpreting and communicating those findings to upper management. 


ESSENTIAL FUNCTIONS:

• Determine what asset and maintenance information is important and assess availability of this information using Amtrak systems.
• Integrate important asset and maintenance information, data collection, and history through Amtrak’s EAM system and make it available to those who need it for decision making.  The format of the data must be suitable for the audience, i.e., field technicians will need more granularity than executive management.
• Work with all levels of IMCS management to identify and thoroughly understand work execution and asset management needs and ensure data collection and analytics are in alignment with those needs.
• Perform root cause analysis, evaluate asset and maintenance data for trends, and prepare proactive maintenance/asset replacement recommendations according to ISO 55000, PAS 55, or other asset management standards.
• Provide oversight and direction to the IMCS Data Analytics team by communicating future vision, setting standards for the development and maintenance of world class asset management predictive analytics, establishing and monitoring quality standards, and performing continuing employee development functions.
• Gather requirements, analyze data sets, and design dashboards and visualizations to ensure delivery of reporting to support strategic decision-making.
• Manage the IMCS data analytics interface with the Digital Technology Systems Support and Mobile Support teams and external vendors, as appropriate, to ensure that external (to IMCS) resources are properly allocated to ensure critical systems and interfaces function as required.
• Oversee development of data models for predictive maintenance and use in asset repair versus replacement decisions for IMCS.
• Administer a governance model for identifying, approving, and managing requests for data analytics tools and reporting.
• Provide ongoing support to Engineering management to facilitate use of data analytics in strategic decision-making.
• Lead ongoing quality control activities for data analytics systems and interfaces and develop quality assurance processes to drive continuous improvement in business process development and use of predictive analytics in enterprise asset management.


MINIMUM QUALIFICATIONS:

• Must have seven years (7) personal experience in leading data analytics teams (project management, technical, functional, quality assurance and administrative staffs) that support predictive actions around enterprise asset management.
• Bachelor’s Degree in Engineering, Statistics, Computer Science, or the equivalent combination of education, training and/or experience.
• Demonstrated skill and experience manipulating and analyzing data to develop predictive analytics for asset management utilizing advanced Structured Query Language (SQL) patterns, R or Python-Statistical Programming, Microsoft Excel, Critical Thinking, Data Visualization, Presentation Skills, and Machine Learning.
• Must be able to navigate new data domains quickly, understand the underlying business problems, and apply appropriate statistical models, including predictive models.
• Able to effectively communicate with all levels of technological experience, including field and staff with no prior experience in using computer and mobile systems, to enable them to make the best use of data.
• Highly developed organizational and issue management and resolution activities.
• Working knowledge of asset, work and maintenance management, best practices and processes.
• Demonstrated ability to build rapport with all levels of the organization and to communicate effectively with department heads, managers, supervisors and clerical staff.
• Demonstrated ability to apply strong analytical skills.
• Working knowledge of database and data warehouse design.

 

PREFERRED QUALIFICATIONS:

• Master’s Degree in Data Science, Mathematics, Computer Science, Engineering, or Technology management.
• Understanding of Maximo, asset and work management system, organizational and business processes.
• Working knowledge of ISO 55000, PAS 55, or other asset management standards.
• Related predictive analytics experience for asset management.
• Demonstrated ability lead and manage organizational change.
• Working knowledge of Geospatial Information Systems (GIS).

Must have excellent oral and written communication skills.

 

The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
