Job Summary

Amtrak’s Capital Delivery Department delivers capital projects with maximum value for our shareholders, the US public, and for our partners. We build world-class project delivery teams that: are safe, accountable and transparent; execute projects safely, on budget and on time; deliver the high-quality assets that our internal and external partners need to deliver passenger service; and work in partnership with Service Delivery and partner Railroads to mitigate impacts of projects on passenger service.

 

The Manager Data Analytics Capital Workforce Planning, is responsible for managing Amtrak’s Capital Delivery Department’s workforce data and provide insights through data analytics, modeling and reporting. 

 

This position will refine and improve existing data and department processes, develop new stakeholder reporting tools and models to support Capital Delivery project staffing through new hires and redeployment of current staff across projects.  The manager will serve as a subject matter expert, providing recommendations on current and future workforce solutions, and developing workforce management strategies in support of Amtrak’s business objectives

Essential Functions

  • Design and build technical processes to develop and maintain databases, data models, reporting systems, data automation systems, dashboards, etc. to develop historical trends, forecast models, and ensure workforce planning data is tracked and trended on a continuous basis.
  • Organize and drive data insight initiatives through collaboration with stakeholders.
  • Update and manage weekly data changes and reconcile between HR & Finance reports.
  • Oversee the design and delivery of reports and insights that analyze business functions and key operations and performance metrics.
  • Collaborate with other department staff for data collection, data updates, reporting tools, and interfacing systems for change management, reporting (weekly, monthly, quarterly, and ad hoc), dashboards, forecasts, work breakdown.
  • Ensure accuracy of data and deliverables.
  • Manage and optimize processes for data modeling, visualization, and communication deliverables.
  • Collaborate on the development of Key Performance Indicators (KPIs) and Annual Operating Plan for Capital Delivery to hire within the Fiscal Year Plan and in planning for future workforce requirements.
  • Support Workforce Planners in the development of the Capital Delivery annual hiring plan, the five-year hiring plan, and staff transition plan.
  • Entrepreneurial mindset to enhance and grow the Capital Workforce Planning team in support of the Capital Delivery department.

Minimum Qualifications

  • Bachelor’s Degree required or equivalent combination of education, training and/or relevant experienc may be considered in lieu of a degree. 
  • 7 years of relevant work experience required
  • Ability to perform data analysis and develop reports for end user and stakeholder consumption.
  • Dashboard and Modeling experience preferably with Power Bi (Tableau acceptable)

Preferred Qualifications

  • 9 years of relevant work experience.
  • Master’s Degree, or higher, in Data or Business-related field.
  • Experience in HR Data Analytics.
  • Experience leading data analytic intitiatives.

Knowledge, Skills, and Abilities

  • Excellent communication, collaboration and delegation skills
  • Ability to pivot within a regularly changing and fluid environment relating to data changes and updates.
  • Ability to analyze data, create reports and presentations for all levels of the organization.

Environmental Conditions/Physical Demands

The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
