SUMMARY OF DUTIES:

The Manager Data Analytics – Capital Workforce Planning, is responsible for managing the Capital Delivery Department’s workforce data and providing leadership insights through data analytics reporting. This position will refine existing processes, develop new stakeholder reporting tools, and support with the creation of written procedural guidelines. The manager will serve as a subject matter expert, providing recommendations on current and future data management tools and models, and develop data management strategies in support of Amtrak’s business objectives.

 

ESSENTIAL FUNCTIONS:

  • Ensure Workforce Planning data is tracked on a continuous basis to build, develop, and maintain the databases, data models, reporting systems, data automation systems, dashboards, etc. to support reporting on historical trends, target to plan and Key Performance Indicators (KPIs).
  • Oversee the design and delivery of reports and insights that analyze business functions and key operations and performance metrics.
  • Design and build technical processes to address business objectives and lead efforts to implement initiatives of business processes and tools in coordination with other Amtrak Workforce Planning partners on future initiatives related to technology improvement systems.
  • Collaborate with Amtrak Departments to provide data content needed to support Capital Workforce Planning data management requirements, and manage and optimize processes for data intake, and validation.
  • Manage data reconciliations between HR & Finance systems.
  • Examine, interpret, and develop reporting utilizing PowerBI for presentation of analytical initiatives to Capital Delivery leadership, other Amtrak departments, and external stakeholders.
  • Collaborate on the development of KPIs for Capital Delivery managers to hire within the Fiscal Year Plan and in planning for future workforce requirements.
  • Communicate results and business impacts of insight initiatives to stakeholders within and outside of the company against KPIs.
  • Participate in the development of the Capital Delivery annual hiring plan and the 5-year hiring plan with internal stakeholders.
  • Collaborate with other Capital Workforce Planning divisions to connect planning data with project headcount forecasting models.


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in business, or a related field. Required education may be substituted for additional relevant experience.
  • Experience managing data analytics processes.
  • Relevant data management experience working with and creating databases and dashboards. (e.g., workforce planning analytics, HR Data Analytics)
  • Demonstrated experience with data analysis tools, preferably with Excel, Dataverse model-driven app, and PowerBI required.
  • Experience with Excel, Word, and PowerPoint.

 

MINIMUM KSA (Knowledge, Skills, and Abilities):

  • Knowledge of project controls processes and procedures.
  • Ability to perform data analysis and develop reports for end user and stakeholder consumption.
  • Ability to lead a team to ensure the mission and goals of the department are met or exceeded.
  • Excellent communication, collaboration, and delegation skills
  • Ability to pivot within a regularly changing and fluid environment relating to data changes and updates.
  • Entrepreneurial mindset to support growth of the Capital Workforce Planning team.
  • Ability to analyze data, create reports and presentations for all levels of the organization.

 

PREFERRED QUALIFICATIONS:

  • At least 3 years of experience managing data analytics processes.
  • At least 7 years of relevant data management experience working with and creating databases and dashboards. (e.g., workforce planning analytics, HR Data Analytics)
  • Master’s Degree, or higher, in Data or Business-related field.
  • Experience in HR Data Analytics.
  • Experience leading data analytics initiatives.
  • Ability to analyze data to create reports for Senior and Executive Leadership
  • MS Power Apps/Dataverse expertise.

WORK ENVIRONMENT:

  • Generally, an office or hybrid/remote environment
  • Minimal travel may be required to various Amtrak offices along the NEC to attend meetings.

Must have excellent oral and written communication skills.

 

The salary range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
