Job Summary

Lead the design review process for major capital in-house projects, as well as external third-party projects, on a defined division, area, or region, to ensure that the project design documents are in compliance with all corporate and Engineering standards, policies, and procedures.   Serve as part of the overall Design Operations Team in partnership with the Design Management Team within the Planning and Engineering Support group under Capital Delivery.

Essential Functions

  • Coordinate, and participate in, the multi-discipline (track, communications & signals, electric traction, and structures) technical review of design documents.  
  • Utilize knowledge of Amtrak business systems, standard procedures, Engineering Practices, existing agreements with external (third-party) entities, and industry standards and best practices for the technical review of design packages and/or submitted project documents. 
  • Work closely with the collective department to help estimate durations and labor resources necessary for all phases of the design review process for each designated project and monitor forecasted review schedules for accuracy. 
  • Coordinate with the team responsible for facilitating third-party project agreements and permits to help ensure review completion and executed agreement timelines coincide. Lead and collaborate with the collective Team in the building and production of estimated financial reports at a granular level for technical design review projects.
  • Oversee, lead, and mentor junior-level staff to help them grow within the company and the railroad industry.  

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 7 years of relevant work experience.

Preferred Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 9 years of relevant work experience.

Knowledge, Skills, and Abilities

  • Familiarity with railroad construction standards, methods, and practices
  • Knowledge of railroad operations and procedures
  • Strong understanding of the design and submission review process, preferably as it pertains to the railroad environment
  • Proficiency in Microsoft Excel, Word, PowerPoint, and Project
  • Excellent written and verbal communication skills
  • Strong planning, organizational, and time-management skills
  • Familiarity with multi-discipline railroad infrastructure (track, electric traction, communications & signals, structures, stations, and facilities)
  • Basic understanding of Amtrak’s network, service, infrastructure, train fleet and maintenance facilities
  • Hands on experience with evaluating budgeting during the engineering design phase of projects being reviewed.
  • Ability to lead people

The salary/hourly range is $124,600.00 – $161,352.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
