The Manager Field Engineering is responsible for the planning, development, implementation, monitoring and oversight of multiple personnel, operational and administrative activities within the IMCS Mid Atlantic Division. This senior role will be the primary point of contact for the Division in project planning, coordination, and execution with responsibility for ensuring that Divisional resources, employed in the execution or support of Capital work, are efficiently and effectively deployed.


• Lead the effort to develop a schedule of Division project support requirements to include all requests for support of Amtrak Capital projects, 3rd party project support work, Major Project work, etc. while also accounting for Division maintenance and SOGR commitments.
• Provide operational expertise to project planning processes to ensure that appropriate resource levels are committed to ensure that proper RWP, etc. processes are employed while minimizing the impact on Division resources.
• Coordinate with Division DDE to ensure that SOGR priorities are properly accounted for and budgeted for in the annual capital program – facilitate development of annual scope, program schedules, and estimates as necessary.
• Monitor Division SOGR program budgets for Track, Communications & Signals, Structures, and Facilities to provide periodic status reports actual and projected spend vs. percent of work complete.
• Develop and prepare financial and production reports to assist Division leadership in monitoring workforce related costs (i.e., overtime, TPNW, etc) driven by project work and performance analysis necessary to recommend opportunities for improvement.  


• Bachelor’s degree required OR equivalent combination of training, education, and/or 4+ years relevant experience may be considered in lieu of degree PLUS
• 7+ years of proven experience managing projects in a railroad environment and/or demonstrated experience managing maintenance of way engineering operations (11+ years relevant experience required in lieu of a degree).
• Demonstrated knowledge of Amtrak Engineering system, work locations, and strong familiarity with railroad maintenance, production practices and procedures.
• Strong organizational, communication, and presentation skills
• Ability to anticipate and interpret requirements and solve problems independently when required.
• Skill in writing, assisting others in writing, and in articulating administrative requirements to supervisory personnel.
• Demonstrated ability to work with end users to identify Capital projects, develop cost estimates and store project information.
• Proven experience working with contractors, cities, states and 3rd parties.
• Strong written and oral communication skills.
• Ability to work in a fast-paced, deadline-driven environment.
• Collaborative mindset.
• Strong computer skills including advanced excel, word and power point
• Project management skills - Proven ability to support projects and establish required tasks and deliverables to move projects forward.

• Demonstrated process improvement experience with Lean/Six Sigma certification a plus.
• Proven experience executing project or program management processes and project information systems (including WebWee, MS Project, Primavera P6, etc.)
• Problem solving skills - Superior ability to structure and scope complex problems, apply a range of analytical tools, gain, and synthesize insights and develop solutions.
• Advanced ability to closely partner with senior leaders and other stakeholders on projects.


• Typically, will need to comprehend various business processes to quickly grasp new concepts, approaches, and systems
• Utilizes computer keyboard and monitor to perform a variety of tasks
• Some work performed indoors including offices and on computers, with some field work and travel.  Must be flexible to work externally as mandated by the operational demands, and in all weather conditions. 
• Must be willing to work non-traditional hours (nights and weekends) as needed.
• Works extended hours and is required to be on-call and available on an emergency basis.

The salary/hourly range is $110,750-$143,530. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
