Job Summary

Plan, manage, organize, supervise, and coordinate Geographic Information Systems (GIS) functions and direct activities through a staff of personnel in charge of each phase of operation. Oversee program needs and ensure that adequate resources are available to meet the GIS needs of the organization.

Essential Functions

  • Direct and coordinate organization-wide geographic information systems (GIS) functions and supervise assigned professional and/or technical staff engaged in tasks relating to GIS technology.
  • Plan, coordinate and facilitate GIS projects and activities, directing or performing related administrative fiscal functions, and integrating GIS technology throughout the organization.
  • Provide consultation and technical assistance to other areas inside and outside of the organization, and assist internal and external contacts to understand the information presented.
  • Serve as the expert on spatial technology matters and as a representative on external committees and work groups.
  • Create, adopt and modify GIS standards and procedures.

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 7 years of relevant work experience.

Preferred Qualifications

  • Bachelor’s Degree in Geographic Information Science, Cartography, Civil Engineering, Computer Engineering, Computer Science, or the equivalent combination of education, training and/or experience. 
  • Plus 9 years of relevant work experience.
  • 7 years GIS experience, preferably in the Transportation, Railroad, or Utilities industries. 
  • Experience with the ESRI  Product Suite (ArcGIS Enterprise, ArcGIS Online, ArcPro, Network Analyst, Survey123, StoryMaps, etc.), and Linear Referencing Tools. 
  • Analytical, statistical, computer systems and database experience. 
  • Knowledge of GIS data types, relational database management systems (RDBMS), spatial analysis, and cartography. 
  • Experience in a data processing environment with LiDAR and GPS collection tools. 
  • Ability to collect, manage, analyze, model, and present geographic or spatial data. 
  • Proficiency in programming languages, such as SQL and Python, to create GIS script customizations. 
  • Able to effectively communicate with all levels of technological experience, including field and staff with no prior experience in using computer and mobile systems, to enable them to make the best use of data. 
  • Experience managing teams and building team competencies. 

Knowledge, Skills, and Abilities

  • Knowledge of geographic information systems
  • Understanding of current trends in the field of GIS; of GIS software and its capabilities
  • Skilled in all phases of project management
  • Ability to direct, train and evaluate personnel; plan and manage budget information; establish and maintain effective, professional working relationships with others
  • Excellent verbal and written communication skills
  • Capability to develop and implement training programs
  • Sharp analytical skills to handle complex and challenging situations
  • Ability to manage multiple projects simultaneously

The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
