SUMMARY OF DUTIES:
The Capital Workforce Planning team has overall responsibility and oversight of workforce planning for Amtrak’s Capital Delivery Department.  Capital Delivery is responsible for all of Amtrak’s Capital improvement projects and programs.

 

This Mgr Workforce Planning Analytics will work collaboratively with the Capital Workforce Planning team and Capital Delivery Department mangers & leaders with planning, organization, and implementation of the Capital Delivery hiring processes focusing on data, analysis, and efficient utilization of resources.

 

The position responds to reporting needs from senior management and internal and external partners to develop and report data analytics that drives continuous improvement ultimately increasing effectiveness, efficiency, and data evaluations. 

 

This position will also be involved in annual and long-term planning needs for project staffing requirements over the lifetime of a project.

 

ESSENTIAL FUNCTIONS:
•    Act as a single point of contact to partner with key stakeholders to understand workforce requirements in terms of headcount, budget, & skills needed now and in the future.  
•    Collaborate with department heads to determine existing headcount needs and hire timing.  
•    Manages hire timing and continuous communications to maintain hires to the Annual Operating Plan.
•    Partner with Talent Acquisition and HR Business Partners to support a cohesive and consistent staffing within Capital Delivery.
•    Adapt to business shifts and changes and support identifying new talent requirements or scaling back on hiring plans.
•    Support the end-to-end cycle of workforce planning from collection during the annual operation plan to tracking related forecast processes through effective design and data management, and reconciliation.
•    Data review for accuracy, updates & improvements.  
•    Forward looking reviews against current and in-progress hires for updated hire timing.
•    Develop meaningful & actionable workforce plans and metrics to drive workforce decision and adherence to defined project staffing models.
•    Plan future projections of staffing and forecast resource growth based on the organizational and business goals. 
•    Regular updates for Talent Acquisition on current and future planned hires.
•    Leverage internal and external data, trends, analytics, and insights to assess talent gaps, forecast resource needs, and model future scenarios to accurately identify and prioritize talent risks and opportunities.
•    Proactively implement process improvements for end-to-end workforce planning process, including design, plan, and deployment of the workforce strategy with relevant tools and frameworks.
•    Validate findings and design solutions with stakeholders to improve and achieve our strategic workforce plan.

 

MINIMUM QUALIFICATIONS:
•    Bachelor’s degree or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. 
•    Relevant Workforce Planning experience 
•    Knowledge of forecasting and workforce planning
•    Strong oral and written communication skills, and the ability to communicate at various levels in the organization.
•    Detail driven to be able to maintain data in different sources and ensure data integrity and accurate reporting.

MIMINUM KSA (Knowledge, Skills, and Abilities):
•    Proven ability to meet deadlines, prioritize demands and solve problems creatively.
•    Excellent oral and written communication skills, and the ability to communicate at various levels in the organization.
•    Demonstrated ability to work with senior management to develop strong business partnerships and relationships.
•    Working knowledge of database solutions for updating data and developing reporting like MS Power Apps, (Dataverse).
•    Experience with data visualization tools (e.g. Power BI, Tableau)
•    Experience with MS Office Suite including Word, Excel, and Visio.
•    Experience with managing SharePoint Site content.
•    Experience with MS Forms or other resource for information intake.
•    Ability to work collaboratively as well as independently to achieve department goals.


PREFERRED QUALIFICATIONS:
•    7-9 years of relevant Workforce Planning experience    

•    Advanced Degree in Business or related field 
•    Advanced knowledge of people metrics with ability to explain the data insights.
•    Extensive experience in building and analyzing metrics, and oversight of various databases.
•    Demonstrated experience modelling workforce trends and analytics, including the utilization of various forms of data analysis.
•    Proven experience working with a variety of information systems and complex data files, analyzing structure, using, and creating report output.


WORK ENVIRONMENT:
•    Office based, sitting, uses a computer keyboard, monitor and mouse to perform tasks.
•    Hybrid or Remote work is considered.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

 

The salary range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
