Provide leadership, direction and oversight to the AMTEC IT group involved in the planning, design and development of Amtrak’s Centralized Electrification and Train Control (AMTEC) systems. Accountable for and directs system operations of four computerized train dispatching and SCADA , PTC/I-ETMS interfaces to train dispatch centers in the NEC & central division.  Has full technical knowledge of all phases of applications systems analysis and programming. Responsible for management and implementation of AMTEC projects and to ensure continuous 7 by 24 normal operations of the Amtrak CETC systems. Creates, updates, and maintains technical documentation in support of the system software including configuration and setup guides and other operational procedures. Coordinates with division departments, C&S system group on the resolution of problems, definition of requirements and enhancements in a timely and effective manner, supporting testing and implementation of system changes.  Responsible for program management and integrations of CETC projects that support Amtrak, MBTA, LIRR, NJT construction projects and system enhancements. Responsible for strategic planning, operations planning, budget and capital programs and projects.


•    Directs, supervises, manages and leads CETC staff in rigorous detailed technical analysis, design, development and implementation of all aspects of the maintenance and enhancement of the train Dispatch & related Interface systems.
•    Directs all CETC personnel in the enhancements and modifications of the CETC system software maintaining the integrity of the proven processes and procedures of Train dispatchers and Power Directors embedded in the CETC system.
•    Directs, supervises and manages the CETC staff in the technical integration of engineering capital and maintenance construction projects into the CETC systems meeting all operational cutover schedules. 

•    Directs, supervises and manages the CETC system replacement initiative project involving multiple contractors and various Amtrak operational departments.

•    Recruits, hires, trains, manage and supervise highly technical computer systems hardware, software, and test engineers within the Engineering C&S CETC organization.

•    Directs, establishes and maintains Standard Operating Procedures of all CETC system components including multiple platform computer system hardware and operating system software, application software and customize graphical databases, software configuration management, Quality Control and Assurance, system testing and system security. 

•    Directs, supervises, and manages the twenty four by seven availability of four CETC systems command and control dispatching theatre facilities, computer system facilities and infrastructures, extensive fault-tolerant network capabilities, located in Philadelphia, New York, and Boston ensuring continuous operations of MBTA, LIRR, MARC, SEPTA, CDOT, NJT, CSX train movement throughout the NEC. 

•    Directs and manages the definition of new or modified system requirements from Amtrak’s Customer Service and Electric Traction department, LIRR, and MBTA, NJT resulting in improvements to the CETC system.

•    Directs and manages the accurate exchange of operational data with various Amtrak departments including Amtrak Technology, CNOC and Finance department. 

•    Directs, develops and manages the SOGR capital and expense budgets for CETC staff, and CETC system development and maintenance activities.

•    Direct, researches and manages AMTEC strategic direction ensuring future AMTEC system technological viability. 


•    Bachelor’s degree in Electrical Engineering or computer science with eleven years relevant experience or fifteen years equivalent combination of education, training and experience.
•    Must have 15+ years’ experience in similar real-time railroad control systems and their operations, and 15+ years’ experience in software and systems development.  
•    Detailed knowledge in the configuration, implementation and maintenance of multiple platform computer system hardware and operating system software.
•    Extensive experience in progressing hardware/software projects through their entire lifecycle including specification, design, implementation, testing, maintenance and documentation.
•    Ability to interact and deal effectively with individuals and committees with diverse non-technical backgrounds and for all levels of management.
•    Knowledge of Windows Operating System PC running word processing, database spreadsheet, bug tracking, presentation, and email programs.
•    Skill in estimating the time it takes to implement system changes of varying size and complexity.
•    Knowledge of rail operations and Amtrak divisional operating process and procedures related to AMTEC & SCADA systems 
•    Knowledge of Large Computer Center Operations.


•    Ability to understand design trade-offs and budgetary implications
•    Must be able to quickly understand differences between freight and passenger standards

•    Master’s degree in electrical engineering or computer science with 15+ years relevant experience or seventeen years equivalent combination of education, training and experience.
•    Extensive experience in management of large computer systems operations and project upgrades.


•    Requires detailed contingency planning ensuring minimal operational disruption to train movement on the NEC.
•    Position requires occasional overnight and weekend work while performing maintenance or upgrades that require system or network outage.
•    Position requires occasional scheduled On Call duty during peak periods or other critical times.
•    Time sensitive emergency situations require immediate fault identification and implementation of corrective action in high-pressure situations.
