SUMMARY OF DUTIES:
The Assistant Vice President (AVP) of Maintenance, will play a critical role within Amtrak’s Ops Engineering Department to lead, direct and coordinate Production and Maintenance activities to support the growth, repair and improvement of Amtrak’s assets and infrastructure. This position will effectively manage and ensure required staffing in Track, Structures, Electric Traction and Communication & Signals to support annual operating and capital programs in excess of $500 million. Responsibilities include overseeing all aspects of production and maintenance processes through direct supervision of resources to include construction, inspection, and maintenance activities to provide safe and reliable operation. In addition, this position has overall responsibility for coordinating the resources which will significantly improve infrastructure investments. This position is responsible to promote and execute on processes and systems that deliver continuous improvement for Safety, Productivity, Financials and Customer Service. 


The AVP will work collaboratively and in support with Engineering, Project Delivery and other departments to plan and coordinate production and maintenance assets to enhance infrastructure delivery, project management and Amtrak’s mission.   


The AVP, working together with key stakeholders such as Engineering, Mechanical, Transportation, Planning and other departments, shall be responsible for the maintenance of Amtrak’s corporate strategy, both short and long term state of good repair. 


ESSENTIAL FUNCTIONS:
•    Analyzes and assesses Engineering track usage productivity.
•    Responsible for providing Leadership by developing criteria that prioritizes all engineering  maintenance including planning, estimating, scheduling production and maintenance of all infrastructures on Amtrak owned property nationally, which includes Track, Structures, Electric Traction and Communications & Signals.  
•    Assures compliance for all test inspection and maintenance of the infrastructure functions including audits and accurate documentation consistent with Amtrak’s goals and policies.
•    Responsible for overseeing maintenance, production and construction projects in compliance with Amtrak’s standards, FRA, State and Local government requirements. 
•    Coordinates with system office for assistance in failure reduction and reviews failure data to resolve commonality.
•    Assures timely compliance of statutory and regulatory requirements assigned to the department, including ensuring that plans address Amtrak’s infrastructure-related safety and security needs. 
•    Drives research for implementation and execution of best practices to improve Safety, Productivity, Financials and Customer Service. Works with direct reports to achieve expected goals in the areas of safety, overtime, defect reduction, absenteeism, utilization of manpower and equipment.
•    Leads, manages and develops a diverse and talented team of experts. Builds an organization capable of successfully achieving the essential functions of reliability and budget while improving safety and by reducing FRA reportable injuries and rule violations. 
•    Promotes safety awareness and other employee safety procedures in to support a zero incident and injury culture within Amtrak.
•    Effectively contributes to a safe and secure work environment for employees and travel experience for customers.
•    Demonstrates necessary leadership to support a zero incident and injury culture within Amtrak.
•    Serves as acting Chief Engineer as required and assigned.


MINIMUM QUALIFICATIONS:
•    Bachelor’s degree in engineering, business, or related field, or an equivalent combination of education, training, and highly relevant work experience.
•    15+ years of experience in railroads exhibiting progressive growth and increased responsibility in providing maintenance and production services.
•    Thorough knowledge of the Northeast Corridor Infrastructure and Operations and Amtrak’s national network.  
•    Extensive experience managing diverse, large, and geographically dispersed groups of individuals.
•    Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions.
•    Extensive understanding of business operations and the impact departmental actions have on the corporation and operations.
•    Experience working with government agencies and organizations.
•    Experience working with labor unions.
•    Proven track record as a Safety Leader and advocate with success driving a safety culture supporting employee engagement and safe behaviors.
•    Advanced leadership and management skills with proven ability to motivate others; effective writing, presentation, interpersonal communication, and conflict resolution.
•    Proven ability to manage complex contractual relationships.
•    Proven leader in operations, cost reduction, process improvement, asset utilization, program and organizational management and a demonstrated understanding of railroad operations.
•    Familiarity with the Amtrak organization, Federal Railroad Administration and NEC stakeholders, including state and local governments, commuter railroads and freights. Roadway Workers Protection (RWP), NORAC/General Code Operating Rules; MW 1000, AMT2, AMT23, AMT27, Hazard Communication (Right to Know) and Personal Protective Equipment (PPE)
•    Strong communication skills, including experience in making presentations to senior management, 3rd parties and the Board of Directors.
•    Strong verbal and written communication skills, including ability to articulate complex issues and interact with outside stakeholders as well as all levels of Amtrak employees.
•    Familiarity with Microsoft Office (i.e. Excel, Power Point, and Word).


PREFERRED QUALIFICATIONS:
•    Master’s degree in engineering, business, or related field.
