SUMMARY OF DUTIES:
The Director FP&A is responsible for supporting the engineering program financial control activities for a large-scale, complex program to support the project management team in executing the program within scope, schedule and budget.  The Director of Financial Planning and Analysis is responsible for cultivating and maintaining favorable relationships in support of Amtrak operations and objectives.  This position will be a key resource on Capital Project variance analysis and understanding of cost drivers.

 

ESSENTIAL FUNCTIONS:
•    Develop and maintain external and internal project cost reports, analysis and forecasts.
•    Assist the Senior Director, FP&A, in reviewing, analyzing and Capital project reporting.
•    Establish program controls to identify and control financial risks associated with the program.
•    Develop and monitor key program metrics and performance against program scope, schedule and budget.
•    Provide written variance analysis on program financial performance and incorporate elements of program scope, schedule and budget.
•    Track and analyze all program financial data, ensure coding is appropriate.
•    Work closely with the Project Delivery team to develop and maintain project schedules, ensure risks to scope, schedule and budget are mitigated.
•    Provide business case and cost benefit analysis on projects and monitor proper return.
•    Create capital financial metrics, monitor and report performance on a monthly basis.


MINIMUM QUALIFICATIONS:
•    Bachelor’s Degree in Finance or related area or equivalent combination of education, training and work experience.
•    11 or more years project controls and analysis experience.
•    Project experience, program, budgeting, estimating, forecasting, organizational and financial management and analysis skills.
•    Advanced leadership and management skills with proven ability to motivate others.
•    Experience with corporate financial systems such as SAP, Peoplesoft, or Oracle.
•    Ability to function independently and with minimum supervision and deliver sound and timely analysis.
•    High level of proficiency with Microsoft Office, in particular Excel.
•    Strong analytical and problem-solving skills.
•    Background or extensive knowledge in capex project analysis and budget development.
•    Ability to drive continuous improvement and efficiencies.


PREFERRED QUALIFICATIONS:
•    13 or more years of experience with project controls, analysis and reporting.
•    Proficiency in SAP, SAP BPC.
•    Experience with program management on large scale, multi-year complex construction projects. 
•    Experience with program and project management software.


COMMUNICATIONS AND INTERPERSONAL SKILLS: 
Must have excellent written and oral communication skills.
