Position is responsible for initiating, developing and implementing outside/third party reimbursable projects and select internal joint benefit capital projects within the Engineering Department to ensure that such projects are in compliance with all Amtrak and Engineering standards, policies and procedures.


•    Position works closely with Engineering, Transportation, Law, Environmental, Finance, Risk Management, Real Estate and Planning Departments to initiate and develop outside/third party projects.
•    Position works with various outside companies, local, state, federal, freight and commuter agencies to provide technical assistance and guidance required to initiate and develop projects and manage the internal Amtrak design review and approval process.
•    Position works with Amtrak Law to initiate and execute design and construction agreements, and prepares Temporary Permits to Enter Upon Property, to ensure that such agreements and permits for Engineering services are coordinated with appropriate internal departments and executed in accordance with corporate procedures.
•    Position is responsible for maintaining a database of projects and analyzing data to support external requests for project information.
•    Acquires and effectively uses a working knowledge of Amtrak business systems, Amtrak standard procedures, existing agreements with outside/third parties, Engineering Practices, and other project or construction management practices and procedures to develop and implement projects that support the business plan.
•    Prepares design and construction estimates for engineering services required for outside/third party projects. Prepares preliminary engineering estimates and initiates the preparation of force account estimates for engineering services required for outside/third party projects.
•    Ensures effective utilization of Amtrak resources and reports the status of projects to Senior Management on a regular basis. 
•    Implements and coordinates project policies, procedures and guidelines to ensure that projects are conducted efficiently and economically.
•    Continually evaluates progress of projects’ forecast completion, scope, schedule and budget, to identify issues that may affect future project planning and prevent project cost overruns.


•    Demonstrated experience in working with all departments as well as companies, local, state federal, freight and commuter agencies.

      Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree
•    Demonstrated experience in project development, planning, and project management.
•    Demonstrated experience in railroad design & construction methods.
•    Demonstrated experience in railroad operations and procedures.
•    Ability to effectively manage a high volume of multiple concurrent outside/third party reimbursable projects.
•    Demonstrated experience in using Amtrak’s business, operations, and financial systems.
•    Prior satisfactory job performance is required.
•    Demonstrated experience in using Microsoft Office products (Word, Excel, PowerPoint, and Access).



•    Extensive experience in project development, planning, and project management.
•    Demonstrated experience in working with outside/third party projects.
•    Demonstrated ability to effectively manage project reporting for multiple concurrent outside/third party reimbursable projects



Demonstrated experience in communicating orally and in writing within and outside of the organization.
