SUMMARY OF DUTIES:

The Director, Planning & Development is responsible for Precinct master planning and development. The Director will oversee conceptual and strategic planning phases of projects and will work collaboratively with other internal and external groups for the management, design and construction phases. The Director, Planning & Development will oversee Major Stations programs in Philadelphia, PA and Baltimore, MD.

 

ESSENTIAL FUNCTIONS:

  • Oversee large-scale planning and development programs involving multiple public and private stakeholders and complex, multi-party agreements to implement near- and long-term strategic investments that will result in a quality product for Amtrak’s customers; ensure strategic alignment of station capital improvements and commercial development projects sponsored by Amtrak and/or commuter and transit rail agencies, master developer partners, and other third parties.
  • Collaborate with internal stakeholders, regulators and vendors to facilitate appropriate reporting and consolidation of relevant data sources to enable executive decision support framework.
  • Partner closely with business partners to analyze new projects and readiness for governance decisions and provides transparency of portfolio investments.
  • Supports the intake process of projects through the governance process and manages the financials of the portfolio of work, monitors actuals and works with the project managers to review forecasting against budgets.
  • Builds strong relationships within Amtrak to understand the business challenges and opportunities.
  • Creates a collaborative partnership among executive leaders and portfolio stakeholders and enables resource demand planning, change management, and project pipeline planning decisions.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • 11 years of relevant experience required
  • Professional registration, certification or accreditation as a Planner, Architect or Engineer.
  • Strong advocacy and communication skills, including experience in making presentations to senior management, third parties and the Amtrak Board of Directors.
  • Strong focus on collaboration, team building, and customer service.
  • Demonstrated skill running effective meetings and getting buy-in and participation from executive leaders.
  • Effectiveness working diplomatically across teams with varying objectives and priorities.
  • Strong oral and written communication skills across all levels.
  • Ability to organize and present project portfolio reports, proposals, and other related portfolio information.
  • Facilitate governance, project reviews, steering, and other project related meetings.
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), MS SharePoint.
  • Must have work authorization in the United States.
  • Advanced leadership and management skills with proven ability to motivate others; effective writing, presentation, meeting and facilitation skills; interpersonal communication; time management; and conflict resolution and investigation skills.
  • Demonstrated experience communicating orally and in writing with the corporation and externally.
  • Demonstrated experience simultaneously managing multiple projects and/or programs using appropriate administrative tools and controls.
  • Demonstrated familiarity with Microsoft Office Suite (Excel, Word, PowerPoint, Visio, Project).

 

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree planning, architecture, engineering, construction management, real estate, or a related field; Graduate degree in related field.
  • 13+ years of relevant experience preferred
  • Demonstrated ability to build consensus among internal and external stakeholders with diverse interests, including stakeholders in both public and private sectors.
  • Demonstrated ability to understand detailed planning, architecture and engineering issues while simultaneously understanding how those issues relate to the situation as a whole, and surrounding influences.
  • Transportation industry experience is a plus.
  • PMP Certification a plus.
