This position assists the Director/Sr. State Corridors Manager in developing and implementing strategies to meet the needs of Amtrak’s state partners. The incumbent coordinates closely with the Finance Department (particularly its forecasting and billing functions), Corporate Planning’s service and capital planning functions, Amtrak Engineering, Amtrak Operations, other internal departments and external stakeholders, SAIPRC and individual state partners.  


• Builds strong relationships within Amtrak and with state agencies to understand business challenges and opportunities
• Creates a collaborative partnership with state partnerships to achieve corporate objectives and strengthen strategic and tactical relationships
• Assists with the annual state forecasting process, contract negotiations and preparation of financial exhibits, research of financial questions, reconciliations, variance analyses and auditing reports. 
• Assumes certain duties and functions in lieu of the Director/Senior Manager when the Director/Senior Manager is not available
• Supports and updates analytical systems that monitor financial and operating performance and agreements for improved business processes and deliverables.  Includes development of client interface with states to support understanding of operating and financial performance.
• Provides analyses of various operating trends such as ridership and revenue to assist states in making informed decisions about their services. 
• Coordinates with Amtrak Engineering, Operations, Finance, Law and other Departments on program and project deliverables related to state partner projects and state-supported rail passenger services.
• Assists in compliance with corporate record keeping, policies, practices and initiatives.
• Develops and implements program reporting structure, including status reports, performance versus plan, resource needs assessment and program performance measures
• Conducts research and assists in report writing for departmental projects in support of internal and external communications.


• Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

• 3 years of relevant experience required.
• High-level analytical, planning or program management experience. 
• Experience communicating complex issues to senior level officers.
• Demonstrated ability to work collaboratively with staff and decision-makers at all levels while successfully challenging conventional practices and incorporating new approaches to business.
• Superior quantitative and analytical skills including use of computer based database spreadsheets and presentation programs.  
• Prior satisfactory job performance required.


• 5+ years of relevant experience preferred

• Experience in the railroad and/or transportation industry supporting service initiatives. 
• Experience with enterprise financial planning/reporting technology systems.
• Experience working with contracts and written agreements
• Master’s degree in Transportation, Business, or closely related field.


Must have excellent oral and written communication skills.
