SUMMARY OF DUTIES:
This position is responsible for developing and implementing strategies to negotiate and ensure uniform application and interpretation of federal statute and host railroad operating agreements, with particular emphasis on improving Amtrak’s performance on host railroads. This position makes operational, policy, and negotiating recommendations based on analysis of Amtrak delay, on-time performance (OTP), revenue, cost and other data. This position is well versed in the terms and provisions of Amtrak’s host railroad agreements, the Rail Passenger Service Act, arbitration and litigation processes and decisions, and Surface Transportation Board (STB) and Federal Railroad Administration (FRA) policies and practices. This position collaborates with multiple Amtrak departments and external stakeholders including Business Lines, Operations, Scheduling & Consist Planning, Law, Government Affairs, Real Estate, Planning, Finance, and State Partners

 

ESSENTIAL FUNCTIONS:

  •     Perform analysis to monitor, analyze, and address Amtrak train operations on host railroads, including delays, customer OTP, and overall performance to achieve the highest level of host railroad service at the lowest cost to Amtrak.
  •     Assist in implementation of collaborative initiatives with cross-functional Amtrak and host railroad teams to identify and eliminate causes of delay to Amtrak trains operating on host railroads and improve performance.
  •     Engage in development and execution of system-wide delay reporting procedures, including dissemination of data to host railroads and regulatory agencies.
  •     Utilize knowledge of the freight rail industry and industry trends, Amtrak operations, legal framework and contractual agreements governing Amtrak’s host railroad relationships to improve operation of Amtrak trains on host railroads. Compose related strategy recommendations to senior and executive management.
  •     Interface with STB, FRA, public agencies, and other external stakeholders with respect to host railroad performance issues. Assist in implementation of strategies to engage these stakeholders in advancing Amtrak objectives.
  •     Formulate responses to host railroad requests for changes to train performance and delay data.
  •     Prepare evidence of Amtrak train performance on host railroads in support of Amtrak’s position in STB investigations, contract arbitration, and litigation and other hearings strategies and objectives in collaboration with General Counsel.
  •     Negotiate service outcome agreements for FRA grants and in negotiating Amtrak operating agreements with host railroads.
  •     Assist in development of new financial incentive systems for incorporation into host railroad operating agreements.
  •     Gather and estimate costs and impacts of projects on host railroads.
  •     Resolve disputes equitably while maintaining good relationships with all host railroads and within Amtrak.
  •     Apply uniform interpretation and application of operating agreement provisions.
  •     Review host performance metrics and goals and disseminate host performance information.
  •     Support Amtrak’s host railroad financial management process.
  •     Perform other related duties as assigned

 

MINIMUM QUALIFICATIONS:

  •     Bachelor's degree or equivalent degree, or equivalent combination of work experience, training, and education.
  •     7 years of relevant work experience. 
  •     Expertise with PC and mainframe computer software and applications, including Microsoft Office Suite applications (i.e., Excel, Word, and PowerPoint). 
  •     Strong analytical capabilities bolstered by a thorough understanding of rail operations and economics.
  •     Ability to think strategically, and a proven ability to develop, plan and successfully execute negotiations to achieve objectives while preserving both internal and external relationships. 
  •     Strong advocacy skills, including the ability to articulate complex transportation issues and build consensus.
  •     Proficient in reading and interpreting contracts to apply their provisions uniformly in a variety of circumstances and resolve disputes. 
  •     Capable of using persuasion and leverage to achieve Amtrak objectives in conjunction with host railroads over which this position has no direct authority, within time and budget constraints. 
  •     Possess strong business sense. 
  •     Responsive to requests of others to ensure a Host Railroad Group reputation for high-quality service to internal and external Amtrak customers. 
  •     Ability to manage multiple priorities within tight deadlines. 
  •     Ability to work effectively and supportively in a team environment

 

PREFERRED WORK EXPERIENCE:

  •     Master’s degree 
  •     9 years of relevant work experience
  •     Experience working with or for host railroads.
  •     Familiarity or experience with host railroad operations and economics. 
  •     Skilled in use of PC and mainframe computer software and applications.
  •     Experience negotiating, implementing, and interpreting contracts
