SUMMARY OF DUTIES
The Senior Occupational Health nurse provides clinical management of occupational health programs for Amtrak in order to meet all company and regulatory requirements and to ensure employees are medically qualified to perform the assigned jobs safely and productively. This role works closely with the business units interfacing with managers, supervisors, and employees to ensure timely compliance with federal regulations and Amtrak requirements. This role works closely with Leave Management, Occupational Testing, and Benefits Operations (including EAP) as well as external third-party occupational health clinics and physicians to ensure process inquiries are addressed and substantive health-related inquiries are escalated as appropriate.   

 

ESSENTIAL FUNCTIONS
A.     Sleep Apnea Program 
•    Review sleep apnea screening on all employee physicals. Direct designated employees to the Amtrak sleep testing program and follow up on the results. Communicate with the employee’s treating physician where necessary to ensure appropriate treatment for sleep disorders.
•    Review the annual compliance results for employees in safety-sensitive positions. Made clinical judgments about whether the employee is compliant with treatment or not and if not, what next steps need to be taken. This could include requesting additional compliance follow-up, additional clinical information from the treating physician, or removal from service. 
•    Refer appropriate cases to Corporate Medical Director. 
B.    Medical Certifications and Evaluations 
•    Review the results of all physical evaluations from clinics to determine whether the employee is medically capable of safe and productive performance in the role. Interpret FRA and DOT regulations in this review. 
•    Determine what appropriate follow-up is required when there are outstanding questions about the medical information.
•    Notify the business where appropriate if the employee is not medically capable of performing role (e.g. engineer/conductor certification failures, non-issuance of CDL) 
•    Maintain medical information in all appropriate Filemaker databases and Amtrak Medical Services SharePoint.
C.    OSHA Regulated Programs
•    Provide clinical review of OSHA respiratory protection program, hearing conservation program, blood-borne pathogens, and silica surveillance program (when in effect). 
D.    Amtrak Medical Processes
•    Provides appropriate clinical review for employees returning to work from MLOA to ensure employees remain physically and mentally capable of safe and effective performance of their roles in a railroad work environment.
•    Identifies employees returning to work from voluntary substance abuse treatment and refers to EAP to assist employee with maintain sobriety upon return to work.
•    Refer complex medical cases to medical director to assist with determination of whether employee is medically fit for duty. Assist with coordination of IME/FFD/FCE etc when an independent clinical opinion is required. 
•    Assists with NRPC 3133 (Authorization to Work with Medicines) reviews, and other follow up. 
E.    Customer Support
•    Serve as clinical resource with employees and supervisor on compliance with company policies and procedures, specifically all medical evaluations (RTW, periodic, DOT, pre-placement, fitness for duty, etc), medication use, MLOA and MDQ. 
F.    Additional Duties
•    Provides feedback, examples, and reports for quality assurance with external clinics.
•    Provides vacation coverage for colleagues who are out of office. 
•    Manage and facilitate Amtrak’s Reasonable Accommodation Program.
•    Active participant in Amtrak Medical Services quality assurance process to include conducting audits, evaluate existing programs and make recommendations for program improvement. 
•    Maintain medical records in accordance with department or company policy and/or any applicable federal regulation or standards that govern medical records. 


MINIMUM QUALIFICATIONS

  • Bachelor's degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree
  • Registered Nurse
  • 6 years of relevant experience required
  • Demonstrated computer skills.
  • Intermediate experience with Microsoft Word and Excel. 
  • Strong analytical and problem-solving skills.
  • Excellent communication skills.
  • Customer service background.
  • Self-starter with the ability to effectively manage work.
  • Must be discreet and able to handle sensitive, protected health and other personal information. 
  • Ability to take initiative and think independently, manage multiple demands and competing priorities. 
  • Ability to deal with difficult situations and work well with others. 
  • Experience with Microsoft Office skills (Word, Excel, Outlook).

      


PREFERRED QUALIFICATIONS

  • 8+ years of relevant experience
  • Bachelor of Science in nursing in a related health field.
  • Certified Occupational Health Nurse with experience in case management.
  • Knowledge and understanding of HR processes.
  • Advanced Microsoft Office Excel skills desired (reports, pivot tables).
  • Knowledge of the ADA, FMLA and HIPAA.
  • Experience with OSHA and/or FRA regulatory requirements.


COMMUNICATIONS AND INTERPERSONAL SKILLS 
Must have excellent written and oral communication skills.
