SUMMARY OF DUTIES:

 

This mid-level position is accountable for managing, coordinating and monitoring the various methods for selling/disposing of Amtrak-owned salvage/surplus materials/ equipment, including rolling stock, scrap, rail, inventory, and vehicles/equipment, in accordance with all regulatory and corporate guidelines.  Responsible for supporting the implementation and continuous improvement of asset recovery strategies and processes using industry best practices, including the creation of innovative, automated,  streamlined and professional solutions to asset recovery and disposition methods and processes.


ESSENTIAL FUNCTIONS:

 

• Develop, implement and monitor a variety of specialized and streamlined methods and strategies to recover the value of obsolete, surplus and/or discontinued materials, rolling stock, equipment, vehicles, machinery, rail and other track materials (OTM), scrap metals, by-products and waste by selling it, donating it, or paying to safely dispose of it.
• Ensure compliance with all environmental regulations when disposing of assets or materials no longer needed by Amtrak.
• Support development, updating, publishing, and enforcement of all corporate policy documents and commodity process flows relating to the sale and disposal of scrap metal and surplus or obsolete Amtrak material and equipment (rolling stock, vehicles, machinery, repair parts, rail, inventory, etc) so that controls are established and maintained and the maximum value is received for the sold asset(s).
• Interface with all levels of the organization including corporate officers, department heads, and field managers and personnel; on-going and in-depth collaboration with Law, Finance, Operations, and field personnel to ensure proper disposition and securement of assets prior and during sale/disposal.
• Compose and place advertisements in trade journals and other publications, or advertising portals, for items being sold.
• Prepare, execute, manage, reconcile, and report out on Offers for Sale (Requests for Bid) ensuring that documentation is appropriate and complete, including verification of approvals and releases are obtained prior to the sale/disposal of assets.
• Prepare and negotiate sales contracts with buyers, suppliers, manufacturers associated with asset recovery and ensure that all terms and conditions, insurance requirements, sales contracts, scope of work and payments are complete and in compliance with corporate guidelines.
• Manage the sale, invoicing, and payment collection processes to secure payment from buyers and expedite the transaction including writing up the sales and contract documents and creating sales orders in SAP, documenting payments, follow-up and expediting transactions.
• Support maintenance and growth of supplier and buyer database of more than 2,000 contacts.
• Participate and support solicitation(s) for, and implementation of, third-party commercial auction and disposition services to automate and streamline disposition of assets.

 

MINIMUM QUALIFICATIONS:

 

• Bachelor’s degree in Business Administration or Procurement and Supply Chain plus three (3) years of relevant experience. Or a minimum of seven (7) years of relevant experience in lieu of bachelor’s degree. 
• Experience in asset recovery activities, including sales offers and issuing sales offer, waste and recycling industry practices, transportation and logistics, materials management or purchasing.
• Proven analytical, planning, and organizational skills in the of sale corporate assets, including inventory, vehicles, heavy equipment, scrap and other materials and equipment.
• Demonstrated expertise in dealing with the highly competitive scrap metals industry and the constantly fluctuating scrap market.
• Demonstrated skill set to provide guidance to field personnel on metal separation procedures, anticipated price expected for materials and methods of disposal, and securement of assets for sale or disposal.
• Requires knowledge of contractual procedures and practices, engineering, equipment maintenance, and repair parts combined with knowledge of sales promotions, financial techniques, cost-benefit analysis, and contract law.
• Proven ability and expertise to work and communicate effectively in writing and verbally with all levels of the company, suppliers, and buyers and must possess superior customer service skills. Must analyze and prepare information and data in a cohesive and succinct manner,
• Must be able to support development, updates, and delivery of process flows, spreadsheets, pivot tables, executive summaries, and presentations.
• Proficiency in Microsoft suite of tools including Outlook, Word, Excel, Powerpoint and Visio, and ERP systems such as SAP and Ariba.
• Analytical, detail oriented, organized, disciplined, and self-driven to successfully process and document the sale and disposition of corporate assets as well as to support development and expansion of methods and processes for asset recovery

 

PREFERRED QUALIFICATIONS:

 

• Master’s degree in Business Administration or Procurement and Supply Chain

• 5 years of relevant experience. 
• Extensive experience in asset disposition and market expertise, SAP, and managing projects and/or programs and documenting status of same.
• Extensive experience in asset disposition, market expertise, and managing projects: specifically in verifying asset release documentation, developing sales offers/bid requests and contracts, analyzing bids, creation of sales orders in SAP, managing and expediting the disposition of material assets, and compiling and reporting sales revenue  to support Amtrak on a national level.
• Demonstrated experience in developing and managing continuous improvement programs, such as streamlining and automating asset disposition, collaboration on cross-functional teams, and management skills within a matrix organization.
