This position is responsible for providing direction to and management of the tactical procurement teams supporting all departments within Amtrak with the focus on procurement of materials and services typically for purchase requisitions (PR) below $250,000.  The categories may include but are not limited to direct procurement for material required for maintenance of equipment indirect procurement including professional and general services, IT, capital equipment, and construction. The tactical team has a high volume of PRs and as such, the leader is expected to: 1. achieve required efficiencies and timely output of Purchase Orders, Blanket Purchase Orders (BPOs) or contracts; 2. drive process improvements, 3. implement new ideas and best practices, and 4. proactively balance workload levels among buyers.  The overall objective is to achieve a high level of customer satisfaction with PRs that are processed quickly, are cost competitive, and achieve the service or product desired by our customer while also complying with policies, regulations, and federal grant requirements.  This role must also develop clear metrics to monitor performance fundamental to providing high visibility of service levels for our customers.  In addition, the scope also includes the SAP Supplier Support team for registering and qualifying new suppliers in the processing of PRs and will also coordinate/approve the selection of new releases from SAP/Ariba on a quarterly basis and participate in decision making of system enhancement needs. 




  • Directs and oversees procurement managers/supervisors responsible for materials (inventory and expense) and services from PR to Purchase Order or BPO/contracts.   
  • Guides buyers to build commodity expertise and provide for the best total cost of ownership for Amtrak.
  • Provides supervisors with guidance, direction, motivation, training, and supports staff training to ensure compliance with federal regulations for procurement, timely turnaround, and cost-effective acquisitions.
  • Increases automation of processes to deliver higher PR volumes with existing staff.
  • Proactively plans resources, monitors workload allocation, and pursues other tools to anticipate and minimize any backlogs as much as possible. Structures the organization to optimize efficiency.
  • Demonstrated agility and comfort with data analytics to support and lead team to gather and analyze data to accurately report on key performance metrics and extract deeper insights on improvement opportunities.
  • Highly skilled at improving workflow and optimizing processes through strong capability in process mapping and transactional operations acumen.
  • Communicates and works closely with departmental peers and executives across functional areas to build procurement influence and set procurement policies and direction. 
  • Collaborates with the Supply Chain and Strategic Procurement teams to help identify new savings projects.
  • Proactively engages all the relevant internal parties in cross-functional activities to achieve shared goals and metrics to achieve success.
  • Effectively creates and uses written material, oral presentations and verbal interchange, and is at ease working with business leaders and executive staff.






  • Bachelor’s degree in business or equivalent business experience in the field of purchasing/supply chain plus 11 years of relevant experience.
  • In lieu of a four-year degree, 15 years of directly relevant experience is required to satisfy education and experience requirements.
  • Ability to run high volume tactical procurement operations focused heavily on purchase order transactional output.
  • Strong experience in procurement of mechanical products as part of either a manufacturing operation or MRO operation as well as experience in procurement of various services ranging from contractors, marketing, cleaning services, and miscellaneous facility services. 
  • Expects and demonstrates high level of customer service to deliver a superior rating on customer satisfaction despite challenges
  • Outstanding analytical and process-mind set with demonstrated results in transactional operations
  • Ability to communicate with customers and train staff to do likewise on PR status including delays and setting realistic expectations.
  • Leads by example to establish appropriate level of urgency and willingness to engage with team to solve problems quickly and then address longer term solutions as well.
  • Ability to provide guidance to executive end users and staff in the development of strategic plans for the acquisition of goods and services for Amtrak’s operations. 
  • Ability to effectively promote the integration of corporate-wide and departmental strategies and operating objectives and be able to develop and implement comprehensive acquisition plans consistent with corporate programs & objectives.
  • Understanding of impact of ERP procurement systems SAP and COUPA/ARIBA
  • Experience with data analytics tools like Tableau
  • Ability to establish appropriate methods and procedures to effect efficient and accurate control of procurement commitments and schedules including cost reduction programs to accomplish system-wide savings.
  • Extensive knowledge of supply chains, inventory management, ERP systems including SAP
  • Extensive experience in purchasing/procurement, materials management, supply chain management, business, or similar field





  • Master’s degree in business, engineering, supply chain, purchasing/procurement, or finance. 
  • Expertise in managing and evaluating SAP Ariba systems releases to maximize positive impact on business.   
  • Certified Purchasing Manager (CPM) or other certifications from APICS.
  • Senior level commodity and market expertise and supplier management skills.
  • Extensive project management experience.
  • Proven record of accomplishment of improving business processes and delivering measurable results. 



Must have excellent oral and written communication skills.
