SUMMARY OF DUTIES:

 

This position is responsible for developing, articulating, and assisting with implementing the AmtrakConnectsUS vision to grow and enhance our national network, pulling together wide-ranging information on all the components necessary to implement new intercity passenger rail corridor routes and enhance existing corridor routes.  The incumbent vets information developed by others, such as schedules and ridership and revenue forecasts, and also creates estimates of infrastructure needs on host railroads to provide necessary capacity for expanded and improved passenger service.  The result is a detailed combined vision of the resources required and outcomes to be delivered by the nationwide expansion and improvement of intercity passenger rail corridor routes.    
    
As states express interest, assist in creating corridor development plans for new corridor routes for use with state and other funding partners, in collaboration with the State Supported Service Line, Schedule and Consist Planning, Operations, and Finance. Expand the scope and depth of the original vision analysis to form the basis for decisions to proceed from a vision to route implementation (at which point the final operating plans would be developed by the functional areas of Amtrak responsible for route implementation).

This position assists with mid-to-long range planning initiatives for infrastructure enhancements to support National Network expansion and enhancement, and contributes to defining the requirements to be included in development plans.  Works with external stakeholders including state partners, state partner advocacy organizations, host railroads, the FRA, and others.

 

ESSENTIAL FUNCTIONS:

 

• Assist in creating and presenting corridor development plans  including schedules, concepts of operation, ridership, revenue, operating cost, and capital improvement estimates.
• Work with stakeholders including State Supported Service Line, Operations, Schedule and Consist Planning, Finance, states, and others so that corridor development plans contain their input and are supported by them, and are compatible with Amtrak and state objectives and with future implementation and operations plans.
• Research and incorporate available information regarding routes and services to avoid duplicate effort and contradictory study results.
• Support forecasting infrastructure and operating costs and revenues for new corridor routes for use in estimating operating economics and public funding needs.
• Present work to internal and external audiences. 
• Other duties as may be assigned.


MINIMUM QUALIFICATIONS:

 

• Bachelors degree in Business, Economics, Transportation, Planning, Engineering, or related field, or the equivalent combination of education, training and/or experience.
• At least seven years of relevant business and planning experience, including at least five years in the transportation or travel industry; extensive experience in business planning.
• General knowledge of railroad operations, Amtrak passenger markets, and intercity passenger rail business economics and practices.
• Familiarity with railroad capacity needs and capabilities, along with feasibility and cost for engineering solutions; plus familiarity with train station and equipment needs to support proposed service levels.
• Familiarity with railroad operating plans, train scheduling, business plans, travel markets, and state partner wants and needs.
• Self-starter with proven track record of owning processes and delivering results.
• Maintains, supports, and promotes a safe work environment while complying with all of Amtrak’s safety rules, policies, and procedures.  
• Skills in oral and written communication including explaining complex plans to others; conducting effective meetings; interpersonal communication; team building/team performance motivation; time management; relationship building; and conflict resolution.
• Quantitative and analytical skills including demonstrated ability to use Microsoft Office suite.  
• Strong organizational and project management skills.
• Ability to work collaboratively at all levels of the organization.  
• Forward thinking and creative with a strong business sense.
• Strategic and tactical skills required for planning and executing complex projects.
• Competencies in cost analysis and control, asset management, and budgeting.

 


  


PREFERRED QUALIFICATIONS:

 

• Nine years of relevant experience
• Experience with Amtrak financial planning / reporting and internal business systems.  
• Certification such as Project Management Professional (PMP) or Professional Engineer (PE).
• Practical, first-hand experience of working on projects through all stages in a life cycle.
