SUMMARY OF DUTIES:
The Industrial Engineer III is responsible for working as part of a team to identify, develop and implement various business process improvements for the Infrastructure Management & Construction Services Department. 

 

This position achieves a system-wide impact by synthesizing field work practices, policies, procedures, data, budgets, bargaining agreements, work standards, benchmarking results, and other relevant documentation to ensure efficiency and economies of scale for the various Amtrak divisions and disciplines.

 

 

ESSENTIAL FUNCTIONS:

  • Identify, plan, and implement key projects with our field personnel to improve quality, reduce costs, increase productivity and improve cycle time by reducing waste and rework in pursuit of meeting key business objectives.
  • Observe, document, and evaluate the effectiveness of internal processes and controls and recommend enhancements to data retrieval, documentation, and process flow.
  • Perform field studies and review existing business practices to identify opportunities to improve resource utilization, maximize inventory efficiency, and improve the quality of process outcomes.
  • Coordinate with the Amtrak Enterprise Asset Management team to understand and document business processes and work practices 
  • Facilitate workshops, determine appropriate tactics to engage a variety of stakeholders in pursuit of reaching consensus and achieving desired results.
  • Develop business cases to ensure that major financial investments and other changes are supported with sound financial analysis.
  • Drive the implementation of the Infrastructure Management & Construction Services Asset Management Strategy by:
    • Establishing staffing requirements to perform prescribed preventive maintenance plans
    • Building productivity standards for maintenance and operations work; and 
    • Coordinating the development of standard bills of material and equipment needs in support of preventive maintenance plans.

 

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Industrial Engineering, Systems Engineering, Business Administration, Organizational Management or a related fields or an equivalent combination of education, training, and relevant experience may be considered in lieu of a degree.
  • 3 to 5 years related industry experience required.
  • Demonstrated ability to collect, summarize and analyze financial and operational information.
  • 3+ years working experience with business process development and mapping and working knowledge of enterprise work management processes.
  • Demonstrated ability to build rapport across all levels of the organization and to communicate effectively with senior staff.
  • Ability to simply communicate complex concepts. 
  • Strong analytical and problem-solving skills, self-starter, motivated individual.
  • Ability to prepare effective presentations, conduct productive meetings, plan, organize, and schedule.  

 


PREFERRED QUALIFICATIONS:

  • Work experience in rail or other heavy infrastructure environments.
  • Master’s degree in Industrial Engineering, Systems Engineering, Business Administration, Organizational Management, or related fields.
  • Experience using Lean, Six Sigma or other methods to drive continuous improvement efforts in an infrastructure-intensive business.
  • Working knowledge of asset, work, and maintenance management best practices and processes.
  • 5+ years of relevant experience preferred.
  • Excellent oral and written communication skills.
  • Work occurs in both an office environment and a field environment. Amtrak is a 24/7 operation, and the Industrial Engineering team is focused on infrastructure assets located across the Northeast Corridor from Boston to Washington, D.C. A significant portion of this role is focused on collaborating with the field personnel who build and maintain track, structures, bridges, signals, and power assets. The responsibilities listed above are performed by working on-site where and when these activities occur and may require hoteling and night and weekend work as necessary.
