SUMMARY OF DUTIES:
Amtrak’s Fleet Programs are a once-in-a-generation opportunity to redefine U.S. intercity passenger rail travel through the replacement of passenger equipment, including designing and building associated facility upgrades and modifying maintenance and operating practices with a state-of-the-art rolling stock solutions. The Fleet Programs are already underway and have ambitious schedules that must be achieved to ensure fleet reliability and the creation of new capacity to expand service nationwide, both of which will ultimately enhance customer satisfaction.  The Fleet Programs are also part of Amtrak’s newly created Major Program Delivery organization and will set the standard for program management for Major Programs.

 

The Principal Project Manager is responsible for managing specific mega complexity projects in Design & Construction fields, where total project cost may exceed $50M. Individual in this role use advance knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities with some indirect supervision from the Portfolio Director and may have either direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to Senior staff, Executive Governance Committees, and external stakeholders.   

 

ESSENTIAL FUNCTIONS:
• Develop and implement project plans, schedules and budgets consistent with operational needs and budget allowances and oversees bid negotiations and consultant relationships.
• Coordinate multiple departments, vendors and assets to ensure timely and cost-effective execution of major scope milestones.
• Ensure project progress by measuring and analyzing the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
• Manages and monitors project schedules, progress and costs; maintain, adjust and update project plans, as needed; consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders. 
• Develop and administers of the budget for assigned projects; approves the forecast of funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments as appropriate.
• Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions.  
• Establish appropriate project governance structures and processes by engaging executive sponsor and key stakeholders. 
• Mentor and coach junior level Project Management staff and matrixed team members, and provides guidance on adherence to the Project Management practices. 
• Work with senior leaders to contribute relevant data to support annual planning activities  
• Provide financial project performance and forecasting reports to senior executives and government regulators.
• Effectively oversee all capital improvement and capital maintenance program management and administrative functions.   
• Identify and evaluate the risks associated with project activities and work across organization to establish and implement mitigation plans. 
• Identify, document and spear-head evaluation of changes based on cost, schedule, risk and scope impacts as well as cross-functional dependencies.  Ensure appropriate packaging of relevant information to support appropriate project change and governance decision processes.  
• Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations 
• Identify efficiencies and present recommended improvement opportunities at various levels of management. 
• Represents Amtrak at meetings and conferences with elected and public officials, the community, private citizens, and public and private organizations
• Effectively contribute to a safe and secure work environment for employees and travel experience for customers.  Demonstrates necessary leadership to support a zero incident and injury culture within Amtrak.

 

MINIMUM QUALIFICATIONS:
• Strong project management skills with prior experience managing complex cross-functional projects in a highly matrixed environment. 
• Applicable local, state and federal laws, rules and regulations governing the design, engineering, and construction of capital improvement and maintenance projects.
• Experience with leading cross functional multidisciplinary project teams. 
• Experience with integration of multiple project components, including vendor-produced scope components.  
• Strong Written and Oral communication skills with ability to present complex information and respond to complex needs of a large and visible project or program. 
• Ability to network with internal and external stakeholders, and leverage relationships to resolve complex project issues.
• Effectiveness working diplomatically across teams with varying objectives. 
• Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project).
• Must have work authorization in the United States. 

 

PREFERRED QUALIFICATIONS:

• Bachelor’s degree and a minimum of 7+ years of project management experience with emphasis on large scale implementations, or any equivalent combination of education and work experience.
• In lieu of education a minimum of 11 years of relevant work experience, or equivalent combination of education, training, and work experience.
• PMP (Must be willing to obtain within 12 months of date of hire). 

• Railroad Transportation industry experience. 
• Engineering certifications. 
• Direct or matrixed people management experience is a plus.
• The Amtrak organization, Federal Railroad Administration and NEC stakeholders, including state and local governments, commuter railroads and freights.
• Roadway Workers Protection (RWP), NORAC/General Code Operating Rules; MW 1000, AMT2, AMT23, AMT27, Hazard Communication (Right to Know) and Personal Protective Equipment (PPE).
• 9+ years relevant work experience preferred.


COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

The salary range is $105,910 - $137,260. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
