This position is responsible for leading all procurement activities for specific high-dollar(multi-million) rolling stock and rolling stock related projects, to include planning, request for proposal development, management of solicitations, contract negotiations and post-award contract administration for both the Equipment and Technical Support Spares, and Supply Agreements (TSSSA).

 ESSENTIAL FUNCTIONS:

  • Directs/oversees lead contract administrator(s) responsible for developing and executing sourcing strategies that align with company objectives and industry regulations.
  • Communicates and works closely with internal stakeholders across functional areas primarily to support business case development, specification, design and scope development, acquisition strategy, creation of appropriate solicitations, market analysis, cost/price analyses, terms and conditions negotiations, contract creation, award and administration, and post-award contract and supplier management.
  • Interfaces directly with end-users, suppliers, Amtrak senior leadership, attorneys and government agencies as needed.

 

  • Maintain vendor relationships, fostering collaboration and innovation for long-term success.
  • Ensure compliance with procurement policies, government regulations, and industry best practices.
  • Effectively creates and uses written material, oral presentations and verbal interchange, and be at ease working with business leaders and executive staff.

 

  • Regularly reports out progress and significant developments to senior management.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in business or strong equivalent business experience in procurement and contract administration.
  • Ability to develop and implement high-dollar complex contracts while providing guidance and direction as a multifunctional team leader.  
  • Expertise in contract negotiation, risk assessment, and supplier management.
  • Strong analytical, financial, and business acumen.
  • Knowledge of regulatory requirements in rolling stock procurement (e.g., federal and industry-specific regulations).
  • Extensive knowledge and experience in the field of procurement, contract administration, management, ERP systems including SAP, and knowledge of procurement software, such as Ariba.
  •  Exceptional communication and stakeholder management skills.
  • Ability to work independently and strategically within a high-pressure environment.
  • Strong decision-making and problem-solving skills.
  •  Ability to provide subordinates with guidance, direction, motivation and training to ensure cost-effective acquisitions, good negotiating strategies, value-analysis techniques, in-depth market research of market trends, and new purchasing and negotiation techniques.

PREFERRED QUALIFICATIONS:

  • Minimum 10 years procurement and contract administration experience.
  • Master’s degree in business or purchasing/procurement.
  • Familiarity with global supplier networks and cost optimization strategies. Experience in transportation, rail, or rolling stock procurement.
  • Proven track record in managing high dollar rolling stock procurement contracts.
  • Senior level commodity and market expertise and supplier management skills
  • Extensive project management experience.
  • Proven record of accomplishment of improving business processes and delivering measurable results.
  • Engineering degree or experience.

COMMUNICATIONS AND INTERPERSONAL SKILLS: 

  • Must have excellent oral and written communication skills.

The salary/hourly range is $163,000.00 - $211,140.00. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
