Job Summary:

The Procurement Director for Major Capital Programs will coordinate all procurement activities required for execution and implementation of a major capital program with a spend level ranging from $1-4 billion.  Typically, these programs are related to infrastructure, facilities builds and renovations, or rolling stock.  This individual is required to think systematically about a Major Program’s procurement requirements to determine opportunities for Amtrak to speed up procurement cycle times and deliver the projects in a cost effective manner while maintaining all regulatory and Amtrak requirements for large scale buys. The Director interfaces with third party firms as well as Amtrak finance, program managers, engineering, mechanical, etc.  S/he/they will guide and oversee procurement staff assigned to the Major Program as well and track all contracts, change orders, and claims related to/created for the Program and its individual projects.  Educate stakeholders on best practices for capital procurement programs.


Essential Functions

  • Serve as the main, single point of contact from procurement to the Major Program team including engineering, mechanical, program management, finance, etc. 

  • Engage with Major Program stakeholders as a business partner to understand the scope, timing, procurement requirements of the program and its individual projects.

  • Maintain regular stakeholder engagements to keep abreast of all activity currently underway, pending, and potential that will need procurement support. 

  • Create a system for tracking all contracts/obligations related to the Major Program, including scope summary and key contract terms. 

  • Assess needs for subject matter experts from within Procurement to support the Program (e.g. IT contracting experts, construction contracting experts, etc).

  • Plan resource requirements from Procurement to support the Major Program.

  • Assign contract tasks to subject matter experts within procurement to create/maintain.

  • Implement measurement systems that indicates the performance level of the sourcing strategy and supplier effectiveness.

  • Engage with other Procurement Major Program leads to share knowledge and look for broader opportunities across multiple programs to streamline and be more cost effective.

  • Look for opportunities to educate and lead the organization toward procurement best practices on all of its major capital programs.


Minimum Knowledge, Skills, and Abilities

  • Must have strong stakeholder engagement skills, data-driven, with the ability to lead by influence. 

  • Expertise in sourcing and managing large scale, complex construction, infrastructure, or long term asset procurement.

  • Must be very organized and capable of developing methods for detailed tracking of contracts, key terms, constraints, etc that will allow procurement to be proactive rather than reactive to the business.  

  • Can take in a large amount of information and detail and then find opportunities to do things faster, simpler, more cost effectively, 

  • Experience in managing indirect reports effectively.

  • You should be a strong communicator with excellent interpersonal skills including creating and making presentations and white paper write ups.  Must be comfortable speaking up and escalating issues as needed.  

  • Ability to manage and prioritize multiple projects and relationships.

  • Savvy to public funding requirements.

  • Must take initiative and maintain a delivery focus with a strong drive to deliver on commitments.  Be curious and driven to get to an answer in ambiguous situations or when meeting roadblocks.

  • Outstanding PC skills, including MS Office applications with an emphasis on MS Excel, Powerpoint, and Access.

  • Bachelor’s Degree with at least 10 years work experience



Preferred Experience, Education or Qualifications

  • Assets being built are long life (20+ years)

  • Extended build time for the asset (up to 10-15 years)

  • Significant third party interfaces for engineering, design, build

  • Commercial project experience in oil & gas, airplane assembly, infrastructure, or large scale Engineering and Construction firms preferred.  

  • MBA preferred
