This position can be headquarted out of either Philadelphia, Lancaster, Wilmington, or Baltimore.

 

SUMMARY OF DUTIES:

Reporting to the Sr. Program Manager, Mid-Atlantic Division, the Program Manager will have responsibility for the execution of assigned complex capital projects and/or programs in addition to managing one or more Project Managers and/or Jr. Program Managers. This position provides project management experience and expertise to high impact projects/programs across multiple Engineering Divisions/Disciplines while providing guidance and leadership to the staff reporting to the position. 

 

 

ESSENTIAL FUNCTIONS:

  • Assist to plan, develop, prioritize, monitor, forecast and adjust as necessary, the Mid-Atlantic programs (reimbursable, PRIIA, BCC and non-BCC, etc.) that supports the Amtrak Strategic Plan.
  • Interfaces with Project Managers, Divisional and Production leadership, Amtrak forces and/or Contractor(s) responsible for implementation of the program scope, schedule and budget.
  • Responsible for monitoring, reporting and forecasting the Mid-Atlantic Division IMCS Department’s capital spending and capital production units installed by Production and Division personnel working on Mid-Atlantic programs.
  • Coordinate with the Capital Delivery Project Managers, Division IMCS staffing, Production Leadership, Discipline Deputy Chiefs and various operating departments’ leadership to assist in developing scope, schedule and budget for individual projects within the Mid-Atlantic portfolio, along with coordination of reprogramming as necessary to allow for resource availability and fiscal constraints on a program level.
  • Accomplish program objectives by planning and evaluating activities.
  • Leads, defines, and achieves engineering, safety, and work standards and associated procedures to ensure that program assets meet business needs and satisfy FRA regulations.
  • Works within Capital Delivery and engages the various IMCS disciplines to define business needs for responsible projects/programs and translates those needs into requirements.
  • Update quarterly reports for the FRA.
  • Leads the conceptual design of assets, ensuring the delivery of best practice and continuous improvements.
  • Provides leadership, guidance and sets expectations for a staff of program and/or project managers across the region.
  • Adheres to Amtrak Enterprise Project Management methodology.
  • Provide monthly feedback to Project Managers and hold monthly meetings with Project Delivery and Division/Production leadership to review budget, scope, schedule and production units.
  • Compile monthly project summary reports for submittal to the FRA compiling data submitted by the Capital Delivery Managers, Division staff and Finance. 

 

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree and 7+ years of relevant experience preferred
  • Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating. 
  • Demonstrated ability to manage multiple priorities under tight constraints. 
  • Possess strategic and tactical skills required for planning and executing complex project work. 
  • Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
  • Strong Safety Focus.
  • Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
  • Excellent written and verbal communication skills.
  • Ability to work effectively with internal and external stakeholders. 
  • Valid driver’s license

 


PREFERRED QUALIFICATIONS:

  • BS degree in Engineering or related field, or the equivalent combination of education, training and/or experience.
  • Supervisory experience in the management of large, complex contracts. • Extensive practitioner experience in project management (7-10 years).
  • Knowledge of BMWE labor agreements, FRA Regulations, MW1000 and NORAC.
  • Certified or have the ability to acquire the PMP Certification.
  • 3 - 5 years of railway engineering experience.
  • Qualified or have the ability to get qualified in MW1000, NORAC, RWP and AMT II. 

 

 

WORK ENVRIORNMENT:

  • Combination of Office and field environment.
  • Position is subject to respond to emergencies in all weather conditions, 24/7.Fast-paced environment with frequently changing priorities.  
  • This position manages PMs based out of Philadelphia covering a territory that stretches from Harrisburg to Philadelphia and from Morrisville, PA to Washington DC.
  • This position is based out of Philadelphia.

Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $113,200 - $146,664. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
