Job Summary
Under the direction of a Senior Program Manager, the Program Manager supports delivery of $50M+ in annual capital programs within Amtrak’s Production Structures and Total Track Replacement initiatives across the Northeast Corridor. The role manages projects from planning through construction, coordinating design, permitting, and field execution activities. This position supports Amtrak’s State of Good Repair (SOGR) goals by ensuring work is delivered safely, on schedule, and within budget in an active railroad operating environment. The Program Manager collaborates with internal and external stakeholders to manage risks, resolve issues, and maintain program performance.
Essential Functions
- Manage assigned capital projects from initiation through closeout, including scope, schedule, cost, and risk management.
- Coordinate design development, environmental permitting, and construction activities with internal departments, contractors, and external agencies.
- Monitor contractor and consultant performance to support safe, compliant, and efficient project execution.
- Identify schedule, cost, and delivery risks and recommend mitigation strategies to maintain program objectives.
- Support program reporting, documentation, and coordination with Project Controls for cost and schedule updates.
Knowledge, Skills, and Abilities
- Expert knowledge and ability to effectively oversee scope, schedule, and budgets of potential and approved major capital programs.
- Strong internal and external stakeholder facilitation and coordination skills. Ability to partner with multiple stakeholders and project partners while ensuring Amtrak’s strategic interests are achieved.
- Excellent written and verbal communication skills; proficient quantitative and analytical skills.
- Strong leadership skills, with proven ability to build teams, and lead technically and/or politically challenging projects. Expert ability to properly structure and resource projects and programs to ensure safe, effective execution.
- Master of collaboration, team building, and strategic alignment across all levels of both internal and external organizations and with a track record of successful and diplomatic coordination across stakeholders with competing objectives.
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 7 years of relevant work experience.
Preferred Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 9 years of relevant work experience.
- Experience supporting or managing railroad State of Good Repair (SOGR) capital programs, including renewal and rehabilitation of bridges, structures, buildings, and associated civil infrastructure.
- Proficiency with project controls tools such as scheduling and cost tracking systems.
- PMP or similar project management certification.
Environmental Conditions/Physical Demands
- Work is performed in a combination of office and field environments supporting an active railroad. The position requires periodic site walks, which may include walking on ballast and uneven terrain for one or more miles. Occasional lifting of materials or equipment up to 25 pounds may be required. Periodic travel between Washington, DC and Boston is required.

The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
