SUMMARY OF DUTIES:
The Project Controls Manager (Performance Metrics, and Analysis) supports a major program or portfolio in fulfilling requirements for project and portfolio performance analysis, and reporting. This role is responsible for developing, improving, or enforcing data processes or systems to drive accurate and meaningful reporting on cost, schedule, and other performance measures. In addition to their direct line supervision, individuals in this role will also have indirect supervision from a senior level Program Manager, PMO Leader, or senior level Controls Practitioner and may lead a project or program level controls team consisting of direct and matrixed subordinate controls practitioners. Individuals in this role may develop performance data analysis reports, logs, tables, charts, visualizations, dashboards, or other deliverables in collaboration with other team members or direct reports.

 

The position is responsible for maintaining the Engineering project/portfolio planning and reporting data, ensuring its integrity, processing it to derive analytical insights, and following up on project, program, or portfolio KPI exceptions to ensure proactive corrective action is taken to bring the performance condition(s) back into control.  The Project Controls Manager (Performance Metrics, and Analysis) is also responsible for the production and delivery of the monthly forecast and for monthly variance and KPI analytics against FY, multi-year, or life-of-project targets/plans.  


ESSENTIAL FUNCTIONS:
• Ensures compliance with Amtrak project management standards and policies, third-party requirements, industry best practices, or project-specific requirements in the delivery of project control functions.
• Works closely with project and program leadership and controls teams primarily in the Engineering Department. May act as a liaison between Finance or EPMO staff and the Engineering Program Management Office.
• Leads capital planning data collection for project intake, project change requests, and annual capital submissions in compliance with Engineering and Enterprise requirements.
• Directly responsible for the maintenance and integrity of the structure data tables for Amtrak Engineering Capital Programs.  Maintains data integrity by ensuring performance of recurring validations, audits, and checks of raw or KPI data to identify discrepancies or missing or outdated information, and ensures timely corrections are made.
• Integrates performance management and progress data to facilitate enterprise schedule and budget performance reporting.
• Develops and implements methods for error capture on data collection and processing.
• Implements and maintains reporting mechanisms for measures of project/program/portfolio performance (KPIs), such as dashboards or presentations, based on established criteria to support proactive governance, accountability, and inform management decisions.  Ensures source data and reported KPI data is accurate and up-to-date.
• Supports implementation of Engineering PMO project / program management directives
• Develops and maintains project controls business processes or tools associated to assigned functions.
• Leads quality checks and audits on project data, defining requirements for such checks
• Supports data interface, integration, or migration projects on behalf of the Engineering PMO
• Leads, supervises, and trains Amtrak and/or contract staff in performing the functions above.
    Other Project / Portfolio Reporting related duties as required.

 

MINIMUM QUALIFICATIONS:
• Minimum 9 years of relevant work experience with a Bachelor’s degree or an equivalent combination of education and work experience
• PMP in good standing, or willingness to obtain certification within 12 months of hire
• Valid Driver’s License or ability to utilize an alternative method of transportation when needed to carry out job-related functions.
• Must have work authorization in the United States.
• Working knowledge of Primavera P6 or other major EPPM system.
• Experience with PowerBI or similar analytics tools
• Experience with database transactional processing. 
• Expert-level technical writing skills 
• Project controls and financial skills (project financial reporting, project progress reporting, metrics)
• Familiarity with planning and scheduling methods, techniques, standards, and best practices, including resource management, progress measurement, and earned value management for construction or engineering projects.
• Strong project management and time management skills
• Strong focus on collaboration, team building, and customer service
• Effectiveness working diplomatically across teams with varying objectives.
• Ability to clearly organize and present project portfolio reports, and other related portfolio technical information 
• Ability to research, analyze, and apply contracts, agreements, policies, laws, rules, and regulations to identify requirements and ensure compliance
• Ability to research, map, analyze, and evaluate business processes, identify performance gaps, and implement new or modified, tools, methods, and techniques to improve performance or output.
•    Experience with establishing standard practices and business processes pertaining to project controls function, including drafting or updating of technical specifications, procedures, or policies 
• Ability to perform staff training on the job or by preparation and delivery of group instructional sessions
• Advanced Excel user skills
• Intermediate to advanced PowerPoint skills
• Skill in communicating complex information clearly and concisely, both orally and in writing across all levels
• Effectiveness working diplomatically across teams with varying objectives.
• Ability to learn various Amtrak systems such as SAP, Ariba on Demand, Maximo

 

PREFERRED QUALIFICATIONS:
• Expert knowledge of SQL and/or database design, deployment, and data maintenance operations
• Knowledge of project management best practices in the construction industry
• PMI-SP, PMI-RMP, CCP or PSP certification
• Six Sigma Green Belt or hands-on process improvement experience
• Experience with SAP and Maximo.
• Extensive experience with PowerBI and/or Tableau
• Experienced with estimating, scheduling or portfolio management applications (Primavera, MS Project, RSMeans, Deltek, Oracle, etc.)
• Familiarity with PowerApps / MS Dataverse environment
• Rail transportation Industry experience
•  One or more of the following certifications / credentials:
o    Oracle Primavera P6 certification
o    PSP, CEP, EVP, or CCP (AACE)
o    CCA, or CDT (CSI)
o    ASEP or CSEP (INCOSE)
o    IT certifications
• Experience implementing project control software and tools projects
