SUMMARY OF DUTIES:

The Project Control Specialist, under direction from the Director of Cost Engineering and Control provides support to Cost Engineers to ensure compliance with Amtrak’s cost management guidelines, performs QA checks on monthly cost management of each portfolio and share findings with Senior Project Control Managers with proposed solutions, support implementation of Earned Value Management (EVM), leads cost engineering coordination during establishing fiscal year baseline and contributes to preparation of monthly portfolio review documentation.

 

 

ESSENTIAL FUNCTIONS:

· Ensure monthly cost forecasts are done based on forecasted production units and develop compliance scorecard for review of Senior Project Control Managers. 
· Perform quality checks on monthly accruals and report findings. 
· Organize weekly change review meetings and ensure approvals are completed on enterprise project management database. 
· Provide guidance to cost engineers in improving monthly and annual cost forecasts. 
· Contribute to preparation of Monthly Portfolio Review meeting documentation. 
· Provide guidance and cascade the requirements for establishing annual baseline and budget to Cost Engineering team and provide guidance. 
· Analyze Maximo Reports and inform Cost Engineers on the material charge out delays. 
· Follow up with timely approval of requests for creating new Work Breakdown Structure Element (WBSE) and reprogramming. 
· Ensures integration of cost practices and methods, and supports the development of cost management policies, procedures, and performance metrics. 
· Ensures close coordination between cost control staff and project management team.

 

MINIMUM QUALIFICATIONS:

A combination of education and experience that provides the required knowledge, skills and abilities to perform the essential functions of the position. 

Education: Bachelor's Degree in Project Management, Construction Management, Engineering, Science, Business, or a related field. Required education may be substituted for additional relevant experience in excess of the minimum requirements outlined below, on a two-for-one year basis. 

Required specialized experience in area of assignment: 
    · Experience in construction project cost management and project controls. 
    · Experience leading both cost and schedule controls for capital construction projects, programs, and/or portfolios. 
    · Excellent oral and written communication skills.

- Knowledge of principles and practices of construction project management through all phases of the construction project lifecycle 
- Familiarity with tools, techniques, and procedures related to project schedule management, control and forecasting in large and/or complex capital construction projects. 
- Knowledge of project risk management principles, practices, standards and methods, including understanding of schedule risk analysis and Monte Carlo method. 
- Ability to implement construction project performance metrics, performance analysis, dashboards and progress reports. 
- Understanding of project financial reporting, forecasting, analysis and monitoring capital project / program / portfolio funding and/or budget. 
- Ability to clearly organize and present project portfolio reports and other related portfolio technical information. 
- Ability to research, analyze and evaluate performance gaps. 
- Advanced Excel user skills 
- Intermediate to advanced PowerPoint skills. 
- Excellent written and oral communication skill to communicate complex information clearly and concisely. 
- Ability to work diplomatically across teams with varying objectives. 
- Strong focus on collaboration, team building, and customer service.


PREFERRED QUALIFICATIONS:

Capital construction controls experience in the rail industry, oil and gas, energy, or pharmaceutical industry. 

Six (6) years experience in construction project cost management and project controls. 
    
One or more of the following certifications / credentials: 
    - Oracle Primavera P6 certification 
    - EVP, or CCP (AACE) Experience with data analysis, preferably with Excel and PowerBI

 

WORK ENVIRONMENT:

Environmental Conditions: On-site 4-5 days per week; exposure to computer screens. 

Physical Conditions: May require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time. 

Travel: up to 25%

The salary range is $78,600-$101,844, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
