 Under the direction of the Program Manager, Mid-Atlantic Division, the Project Manager is responsible for delivery and execution of assigned complex capital projects and/or programs, with multimillion dollar cost impacts and multi-year delivery schedule on behalf of Amtrak for the ongoing State of Good Repair (SOGR) of assets within the Mid-Atlantic Division (MAD). This position provides project management experience and expertise to high impact projects/programs across multiple Engineering Divisions/Disciplines.   

  

The Project Manager is responsible for managing moderate complexity engineering construction projects and/or programs or a medium size component of a larger project or program. Individuals in this role use significant technical knowledge and related experience to accomplish project objectives by planning, evaluating holistic project information (i.e. scope, schedule, and budget), and managing the execution of project and program activities with a moderate level of supervision from a Program Manager or senior-level Program Manager(s). The role requires inter-department coordination and regular analytical reporting of project status, risks, issues, cost, and schedule performance to the senior management as well as project team members.

 

Key Responsibilities:

 

  • Plan the delivery of overall projects and its activities in accordance with the mission and the goals of Amtrak. Manages the overall execution of project/program to ensure strict adherence to budget, schedule, and scope. Monitor and track project milestones and deliverables while ensuring high quality standards.
  • Assist to plan, develop, prioritize, monitor, forecast and adjust as necessary, the Mid-Atlantic programs (reimbursable, PRIIA, BCC and non-BCC, etc.) State of Good Repair (SOGR) that supports the Amtrak Strategic Plan.
  • Interface with the Project Managers, IMCS Division and Production Leadership, Amtrak forces and/or Contractor(s) responsible for implementation of program scope, schedule, and budget.
  • Coordinate with Capital Delivery Project Managers and Subject Matter Experts, IMCS Divisional and Production leadership, Operating departments’ leadership, various Amtrak forces and/or Contractor(s) in developing scope, schedule, and budget for individual projects within the Mid-Atlantic.
  • Accomplish program objectives by planning and evaluating activities.
  • Prepare budget cost estimates, schedules with suggested phasing necessary to support projects, and other project management documentation collaborating closely with internal and external stakeholders for necessary communication and resource engagement.
  • Develop detailed project schedules, maintain, and track project progress, identify, and manage dependencies, assess changes to project scope, schedule, and costs, and manage project changes through established governance processes.
  • Identify and document project/program issues and risks, monitor progress of mitigation actions, establish, and maintain effective relationships with internal and external resources and key stakeholders, and monitor vendor delivery timelines.
  • Identify, document and spear-head evaluation of changes based on cost, schedule, risk and scope impacts as well as cross-functional dependencies to allow for resource availability and fiscal constraints on a program level. 
  • Ensure appropriate packaging of relevant information to support appropriate project change and governance decision processes.
  • Provide regular status reports and conduct presentations to stakeholders of Capital Delivery, Project Delivery and IMCS Division/Production leadership and senior management to review budget, scope, schedule, and production units.
  • Responsible for monitoring, reporting, and forecasting the Mid-Atlantic Division IMCS Department’s capital spending and capital production units installed by Production and Division personnel working on Mid-Atlantic programs.
  • Identify and establish engineering, safety, and work standards and associated procedures to ensure that program assets meet business needs and satisfy FRA regulations.
  • Establish collaborative partnership among stakeholders within Capital Delivery and engages the various IMCS disciplines to define business needs for responsible projects/programs and translates those needs into requirements.
  • Ensure appropriate packaging of relevant information to provide quarterly reports for the FRA.
  • Leads the conceptual design of assets, ensuring the delivery of best practice and continuous improvements.
  • Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
  • Identify efficiencies and recommend process improvements to reduce costs and add value.

 

Required Skills:

 

  • Bachelor’s degree and a minimum of 3-5 years of construction project or program management experience, or any equivalent combination of education and work experience may be considered in lieu of a degree.
  • Experience in planning, design, and/or construction of capital projects in railroad, aviation, highway, maritime, military, or other operating environment.
  • PMP certification, or the ability to obtain such within 12 months of hire. Any job offer will require PMP certification within 12 months.  Strong project management skills with prior experience managing medium complexity projects involving multiple departments.
  • Strong communication and stakeholder management skills with focus on collaboration, team building, and customer service
  • Experience with managing cross-functional teams and cross-organizational implementations with multiple dependencies.
  • Ability to consolidate project performance data into various types of communication and reporting vehicles to address both management and project team level audiences.
  • Demonstrated ability to manage multiple priorities under tight constraints and deadlines.
  • Strong project management skills with prior experience managing complex cross-functional projects in a highly matrixed environment.
  • Experience with cross-project/program dependency identification and management
  • Strong Written and Oral communication skills with ability to present complex information and respond to complex needs of a large and visible project or program.
  • Ability to network with internal and external stakeholders, and leverage relationships to resolve complex project issues
  • Effectiveness working diplomatically across teams with varying objectives.
  • Demonstrated knowledge and experience in AutoCAD to review engineering plans.
  • Demonstrated knowledge and experience in PC-based word processing, spreadsheet, and presentation software (e.g. Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project) sufficient to prepare effective business analyses and presentations.
  • Strong Safety Focus.
  • Qualified, or ability to qualify, in Roadway Worker Protection, AMT-II, and NORAC. Must maintain qualifications while in position.
  • Must be able and willing to travel to project sites across the assigned territory and access the project sites safely and in compliance with all safety rules. Project sites are in a field environment, exposed to the elements, and require walking on loose ballast, bridges, railroad tracks (with proper protection), and on other suboptimal working surfaces.
  • Frequently travel to and visit project sites in all weather conditions as well as on nights and weekends as project schedules necessitate.
  • PMP certification, or the ability to obtain such within 12 months of hire. Any job offer will require PMP certification within 12 months.
  • Valid Driver’s License.
  • Must have work authorization in the United States.

 

Preferred Skills:

 

  • Bachelor’s degree in Engineering or related field, or the equivalent combination of education, training and/or experience.
  • Graduate degree in Construction Management or Engineering
  • 5-7 years of construction project or program management experience.
  • 5-7 years of experience in planning, design, and/or construction of capital projects in a railroad, aviation, highway, maritime, military, or other operating environment.
  • Knowledge of BMWE labor agreements, FRA Regulations, MW1000 and NORAC.
  • Railroad industry experience
  • Experience with or working knowledge of railway systems
  • Prior experience working in transportation industry
  • Electrical Engineering/Electrical construction experience
  • PMP certification

 

 

The salary/hourly range is $78,600-$101,844. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
