This position can be located in either Philadelphia PA, Washington DC, Wilmington DE, or Baltimore MD 

 

SUMMARY OF DUTIES:

Under the direction of the Program Manager, Mid-Atlantic Division, the Project Manager is responsible for delivery and execution of assigned complex capital projects and/or programs, with multimillion dollar cost impacts and multi-year delivery schedule on behalf of Amtrak for the ongoing State of Good Repair (SOGR) of assets within the Mid-Atlantic Division (MAD). This position provides project management experience and expertise to high impact projects/programs across multiple Engineering Divisions/Disciplines. The Project Manager is responsible for managing moderate complexity engineering construction projects and/or programs or a medium size component of a larger project or program. Individuals in this role use significant technical knowledge and related experience to accomplish project objectives by planning, evaluating holistic project information (i.e. scope, schedule, and budget), and managing the execution of project and program activities with a moderate level of supervision from a Program Manager or senior-level Program Manager(s). The role requires inter-department coordination and regular analytical reporting of project status, risks, issues, cost, and schedule performance to the senior management as well as project team members.


ESSENTIAL FUNCTIONS:

Strategic Planning & Delivery 
    · Plan and deliver multiple engineering and construction projects within assigned program(s) in alignment with Amtrak’s mission and strategic goals. 
    · Manage all phases of project and program execution, ensuring strict adherence to scope, schedule, and budget. 
    · Assist project/program team members, Subject Matter Experts (SMEs), and Sponsors with defining project scope and objectives by involving relevant stakeholders, identifying requirements, and ensuring technical feasibility. 
Resource & Stakeholder Coordination 
    · Coordinate internal resources and third-party vendors for timely and cost-effective execution of project tasks. 
    · Work across impacted departments to secure necessary resources, materials, and funding. 
    · Establish and maintain effective relationships with internal and external stakeholders, and serve as a key liaison between Capital Delivery, IMCS Division leadership, Amtrak forces, and contractors. 
Scheduling & Progress Monitoring 
    · Develop detailed project schedules with support from Schedulers; maintain and update activity tracking and progress reporting. 
    · Identify and manage dependencies between departments, systems, vendors, and assets. 
    · Coordinate assessments of changes to scope, schedule, and costs using appropriate verification techniques. 
    · Monitor vendor delivery timelines and escalate issues through appropriate channels.
Project Controls & Governance 
    · Prepare cost estimates, phasing plans, and associated documentation in collaboration with stakeholders. 
    · Manage project changes through established Governance Change Control processes to ensure appropriate approvals. 
    · Provide relevant documentation to support governance decisions and quarterly FRA reporting. 
    · Maintain project management artifacts in alignment with Amtrak’s standards and applicable regulatory requirements. 
Risk & Performance Management 
    · Identify and document project issues and risks; track mitigation efforts to ensure effective resolution. 
    · Forecast and report on capital spending and production unit performance for Mid-Atlantic Division IMCS Programs. 
    · Lead evaluation of changes based on cost, schedule, risk, and cross-functional impacts to support resource and fiscal planning. 
Standards, Compliance & Improvement 
    · Define engineering, safety, and procedural standards to ensure assets meet operational needs and FRA compliance. 
    · Lead conceptual asset design focused on best practices and continuous improvement. 
    · Identify efficiencies and process improvements to reduce costs and enhance program value. 
    · Collaborate across Capital Delivery and IMCS disciplines to translate business needs into technical requirements. 
Communication & Reporting 
    · Provide regular status updates and present project performance to Capital Delivery, Project Delivery, IMCS leadership, and senior management. 
    · Ensure communication packages are well-documented and accessible for stakeholders, sponsors, and regulatory bodies.


MINIMUM QUALIFICATIONS:

· Bachelor’s degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. 
· Experience in planning, design, and/or construction of capital projects in railroad, public transportation, utility, or another operating environment. 
· Strong project management skills with prior experience managing medium to large complexity projects involving multiple departments. 
· Strong communication and stakeholder management skills with focus on collaboration, team building, and customer service 
· Experience with managing cross-functional teams and cross-organizational implementations with multiple dependencies. 
· Ability to consolidate project performance data into various types of communication and reporting vehicles to address both management and project team level audiences. 
· Demonstrated ability to manage multiple priorities under tight constraints and deadlines. 
· Proficiency in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, MS Project) and AutoCAD for reviewing engineering plans and producing project documentation. 
· Proficiency in creating, updating, and managing complex spreadsheets and models to support data analysis and reporting needs. 
· Strong Safety Focus. 
· Qualified, or ability to qualify, in Roadway Worker Protection, AMT-II, and NORAC. Must maintain qualifications while in position. 
· Must be able and willing to travel to project sites across the assigned territory and access the project sites safely and in compliance with all safety rules. Project sites are in a field environment, exposed to the elements, and including areas with loose ballast, bridges, and rail infrastructure. 
· Frequently travel to and visit project sites in all weather conditions as well as on nights and weekends as project schedules necessitate. 
· Valid Driver’s License. 
· Must have work authorization in the United States.

 

PREFERRED QUALIFICATIONS:

· 3-6 Years of relevant experience preferred. 

· 5-7 years of construction project or program management experience. 
· 5-7 years of experience in planning, design, and/or construction of capital projects in a railroad, aviation, highway, maritime, military, or other operating environment. 
· Graduate degree in Engineering, Project Management, or Construction Management. 
· Strong project management skills with prior experience managing medium complexity projects involving multiple departments 
· Strong communication and stakeholder management skills with focus on collaboration, team building, and customer service 
· Experience with managing cross-functional teams and cross-organizational implementations with multiple dependencies 
· Knowledge of BMWE labor agreements, FRA Regulations, MW1000 and NORAC. 
· Railroad industry and/or Utility experience 
· Experience with or working knowledge of railway systems 
· Prior experience working in transportation industry 
· PMP certification

 

WORK ENVIRONMENT:

· This position will be Onsite in an office environment 4/5 Days per week and will require 25% travel within the Mid-Atlantic Territory 
· Must be able and willing to travel to project sites across the assigned territory and access the project sites safely and in compliance with all safety rules. Project sites are in a field environment, exposed to the elements, and require walking on loose ballast, bridges, railroad tracks (with proper protection), and on other sub-optimal walking surfaces. 
· Frequently travel to and visit project sites in all weather conditions as well as on nights and weekends as project schedules necessitate.

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

The salary/hourly range is $78,600-$101,844, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
