SUMMARY OF DUTIES:

 

The Project Manager is responsible for managing multiple moderate complexity State of Good Repair (SOGR), safety, capacity, efficiency and strategic
projects on host railroad infrastructure as a medium size component of a larger project or program. Individuals in this role use significant technical
knowledge and related experience to accomplish project objectives by planning, evaluating and managing execution of project activities with moderate
level of supervision from a Senior Project or Senior Principal manager. The role requires regular analytical reporting of project status, risks, issues, cost
and schedule performance to the senior management as well as project team members.   

 

This is a hybrid role based in Philadelphia 

 

 

ESSENTIAL FUNCTIONS:

 

• Coordinate across multiple Amtrak departments, including Business Lines, Law, Government Affairs and Corporate Communications, Engineering,
Operations, Real Estate, and Finance as well as vendors and host railroads to ensure timely and cost-effective execution of major project milestones. 
• Assist project team members, subject matter experts, and project sponsors with the definition of project scope and objectives by involving relevant
stakeholders, identifying requirements and ensuring technical feasibility.
• Assist in the development of agreements with host railroads nationwide for the implementation of the SOGR, safety, capacity, efficiency and strategic
projects.
• Work with impacted areas of the company to secure adequate resources, materials and funding.    
• Develop detailed project schedule with some assistance from Program Manager and/or Scheduler.  
• Perform continued maintenance, updating and tracking of project schedule activities and progress reporting.
• Identify and manage dependencies between departments, systems, vendors and assets 
• Coordinate Assessment of changes to the project scope, project schedule, and project costs using appropriate verification techniques. 
• Manage project changes through established governance change control process to ensure appropriate approvals.  
• Identify and document project issues and risks and monitor progress of mitigation actions. 
• Successfully establish and maintain effective relationships with internal and external resources and key project stakeholders involved in project tasks
and key critical path deliverables. 
• Monitor of vendor’s delivery timeline and escalate of vendor related issues through the appropriate escalation process. 
• Develop and maintain of required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations. 
• Identify efficiencies and recommend of process improvements to reduce costs and add value.

 

 

MINIMUM QUALIFICATIONS:

 

• Ability to read and interpret contracts and apply their provisions uniformly in a variety of circumstances.
• Solid project management skills with prior experience managing medium complexity projects involving multiple departments. 
• Strong communication skills with focus on collaboration, team building, and customer service. 
• Experience with managing cross-functional teams and cross-organizational implementations with multiple dependencies. 
• Ability to consolidate project performance data into various types of communication and reporting vehicles to address both management and project
team level audiences.  
• Skilled in use of Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project).  
• Bachelor’s degree and a minimum of 3 years of project management experience, or any equivalent combination of education and work experience
• PMP (Must be willing to obtain within 18 months of date of hire). 
• Must have work authorization in the United States

 

PREFERRED QUALIFICATIONS:

 

• Prior experience working in transportation industry 
• Experience working with or for host railroads
• Familiarity or experience with freight railroad operations and economics
• Experience in contract and agreement writing and administration

 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

 

Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $80,580 - $104,430. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
