Job Summary
The Senior Director IMCS Business Transformation is responsible for leading business process and technology improvements for the Infrastructure Maintenance and Construction Services (IMCS) Department. This includes advancing systems and procedures to enhance workforce effectiveness and asset reliability; driving continuous improvement in State of Good Repair (SOGR) capital planning and IMCS work practices; and developing predictive analytics using engineering data from multiple sources. The role ensures alignment with industry best practices, oversees technology suitability, and directs implementation of the IMCS Infrastructure Asset Management Strategy. Additional responsibilities include fostering cross-department collaboration, leading development of the biennial Infrastructure Asset Line Plan and Northeast Corridor Asset Management Plan per federal requirements, managing the IMCS Management Trainee program, and establishing a comprehensive training and organizational change management practice in partnership with HR and Technical Training to meet certification requirements and develop leadership capabilities.
Essential Functions
Oversee and provide direction to IMCS Business Transformation teams, including:
Asset Management Strategy – Develop asset line and management plans per 49 USC 24320 and 24904 and identify improvement actions;
Industrial Engineering – Implement process improvement programs to boost productivity, reduce costs, and enhance asset utilization;
Engineering Asset Management Systems – Deliver and maintain technology solutions for inspection, maintenance, timekeeping, and capital construction, including training and support;
Geographic Information Systems – Manage infrastructure asset database, provide network visualization, and deliver mobile applications for work reporting and decision support;
Data Analytics – Define and implement tools and processes to integrate infrastructure data streams for informed capital renewal and maintenance decisions;
Strategic Initiatives – Analyze new processes, tools, and technology, and standardize IMCS training and communications for 4,000 employees.
Direct multi-functional services across IMCS and Engineering by researching issues, reviewing practices, and coordinating with internal and external groups to identify opportunities for quality improvement, efficiency, and cost savings. Develop programs to improve On-Time Performance through predictive analytics and asset reliability reporting. Lead creation of condition assessment guidelines for infrastructure assets to achieve State of Good Repair (SOGR). Evaluate operational data from work management applications and guide EAM system development for maximum benefit.
Provide oversight to IMCS management by communicating vision, setting standards for EAM tools, monitoring quality, supporting employee development, and administering a $10–$15M annual capital budget. Drive department-wide initiatives to improve collaboration, data quality, reporting, and decision-making. Manage interfaces with Amtrak Digital Technology and vendors to align resources with IMCS priorities. Integrate EAM data streams into daily operations and act as principal liaison for corporate management initiatives. Ensure technical application data—job assignments, qualifications, and performance evaluations—are integrated with EAM systems.
Minimum Qualifications
- B.S. degree in Engineering, Business Administration, Organizational Management or related field or the equivalent combination of education, training, and/or experience
- 13 years of relevant work experiejce
- Proficient in asset management
- Working knowledge of railroad operations, policies, and procedures
- Experience in preparing and making effective presentations
- Experience effectively managing project reporting and administrative tools and controls for multiple ongoing projects and/or programs
- Exeprience in using process improvements and predictive analytics to drive operational efficiencies and improve business results
Preferred Qualifications

Experience in using and implementing Continuous Quality Improvement techniques.
- Master’s Degree in applicable field or Professional Engineer (PE) license
- Lean Six Sigma Certification.
- 15 years of relevant work experience.
Knowledge, Skills, and Abilities
- Excellent written and verbal communication skills
- Demonstrated skills using MS Office (Microsoft Excel, Access); Microsoft Word, PowerPoint
- Experience working with an Enterprise system; Preferably Maximo. Demonstrated proficiency in implementation of process-based strategy and design.
The salary/hourly range is $187,500.00 – $242,892.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
