SUMMARY OF DUTIES:

The Infrastructure Maintenance & Construction Services (IMCS) Operations Support Department develops the strategy and implements business processes and systems solutions collaboratively across IMCS to promote best practices in infrastructure asset management. Within IMCS Operations Support, the Asset Management group collaborates with IMCS leadership and Engineering Services to establish the infrastructure asset management based on Amtrak’s corporate objectives. The Asset Management group works closely with the Infrastructure GIS and Data Analytics teams to ensure development of datasets and tools that support implementation of the asset management system and enable data driven decision-making for infrastructure assets.

 

The Sr Mgr Asset Management is responsible for development and implementation of business processes that achieve Amtrak’s infrastructure asset management goals, driving adoption of best practices for asset management and enabling IMCS to perform the right work at the right time, maximizing capital investment and delivering an efficient and reliable infrastructure to Amtrak’s customers.

 

Responsibilities include:

  • Coordinating the development of Asset Management capabilities across IMCS, converting the vision and policy into strategic actions to manage the associated risk.
  • Ensuring that the condition, associated risks, and future funding requirements for infrastructure assets are understood to form a key part of medium- and long-term financial planning for the organization.
  • Partnering with CAPD Engineering Services on the development and implementation of preventive maintenance and inspection regimes to inform work programs and provide asset data across the organization.
  • Coordinating with all Operations Support teams to provide accurate data to allow decision making and the strategic development of asset management systems and processes.

 

ESSENTIAL FUNCTIONS:

  • Lead and manage the delivery of railroad infrastructure reviews including the application of expert analysis and benchmarking to provide compelling and strongly evidenced asset management recommendations. This includes research, analysis and review of railroad infrastructure and asset related policy issues, identification of emerging issues, and development of evidence-based options to ensure Amtrak achieves a state of good repair for infrastructure and future asset risks are mitigated.
  • Build and maintain positive relationships with leadership and key stakeholders, facilitating their engagement in, and contribution to, the identification and development of infrastructure asset management policy and decision making.
  • Manage the interests of diverse stakeholders to develop sustainable infrastructure asset management policies, balancing changing, unpredictable, and competing interests and demands.
  • Lead and manage multi-functional/disciplinary personnel to develop and roll-out initiatives and/or supporting business processes that support asset management goals.
  • Provide high quality data and researched solutions to contribute to strategic long-term planning for asset management.
  • Develop condition assessment frameworks for infrastructure assets and methodologies for implementation of condition assessment frameworks to achieve a state of good repair.
  • Lead development of robust reporting and recommendations on infrastructure asset management to support decision-making at an executive level.
  • Manage development of the biennial Infrastructure Asset Line Plan and Northeast Corridor Asset Management Plan in accordance with 49 USC 24320 and 49 USC 24904.
  • Assimilate a wide array of asset data and best practice information to inform an infrastructure asset management strategy that prioritizes investment in the most critical areas impacting safety and operations. The strategy should include tools and systems solutions that reduce asset downtime, extend equipment life, and optimize system performance to reduce the overall cost of asset management.
  • Direct the IMCS Asset Management Strategy, EAM System, and EAM Support teams by communicating the vision for asset management, setting standards for development of asset management systems, and establishing quality standards.
  • Partner with Amtrak’s Digital Technology (DT) department to drive system development, implementation, adoption, and end user support of the EAM system for IMCS, continuously evaluating system performance, data streams, user experience, and reporting outputs to ensure IMCS progresses towards its goal of best-in-class asset management.
  • Manage IMCS interfaces with DT Systems Support and Mobile Support teams and external vendors, as appropriate, to ensure that external (to IMCS) resources are properly allocated to ensure the EAM system and interfaces function as required.


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Engineering (Industrial, Civil, Mechanical or Electrical), Business Administration, Organizational Management, or a related field with a minimum of 9+ years of relevant experience required
  • In lieu of education a minimum of 13+ years of relevant work experience, or equivalent combination of education, training, and work experience. 
  • Demonstrated ability to manage multiple projects in a fast-paced environment with minimal supervision.
  • Demonstrated ability to think and operate on both the strategic and tactical levels (i.e. develop short term solutions that complement and further longer-term goals.
  • Demonstrated ability to develop and maintain productive relationships using interpersonal and conflict resolution skills.
  • Demonstrated ability to synthesize disparate data and information, act decisively and influence others to support that decision.
  • Demonstrated ability to lead and manage organizational change.
  • Demonstrated ability to build rapport with all levels of the organization and to communicate effectively with department heads, managers, supervisors, and clerical staff.
  • Demonstrated ability to apply strong analytical skills, and oral and written communication skills.
  • Working knowledge of asset, work and maintenance management, best practices and processes.
  • Working knowledge of database design.


PREFERRED QUALIFICATIONS:

  • Master’s degree in Engineering, Business Administration, or Organizational Management or a related field with a minimum of 11+ years of relevant experience
  • In lieu of education a minimum of 15+ years of relevant work experience, or equivalent combination of education, training, and work experience. 
  • Understanding of asset and work management systems, organizational and business processes.
  • Institute for Asset Management (IAM) Certification.
  • Working knowledge of ISO 55000, PAS 55, or other Asset Management standards.


WORK ENVRIORNMENT:

  • Daily management of asset management group.
  • Office and field work environment.
  • Travel 35%
  • Travel to other Amtrak offices and right-of-way sites that are not accessible by train travel

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills.

 

The salary/hourly range is $135,800 - $176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
