Job Summary

The Sr Mgr Asset Management is responsible for development, implementation, and maintenance of business processes that achieve Amtrak’s asset management goals. Ensure ongoing alignment with enterprise-wide asset management processes, standards, and protocols.

Essential Functions

• Assists with developing strategic actions to improve asset management through the coordinated solutions including policies, processes, technology, and resources aligned to support final objectives and manage the associated risk.

• Coordinates with cross-enterprise stakeholders to ensure that condition, risks, and future funding requirements for infrastructure assets are understood to inform strategic development of asset management systems and processes, and support medium- and long-term financial planning.

• Communicates the vision for asset management, setting standards for work execution and development of asset management systems, and identifying opportunities for process improvement.

• Develops condition assessment frameworks for infrastructure assets and methodologies for implementation of condition assessment frameworks to achieve a state of good repair.

• Assimilates a wide array of asset data and best practice information to inform an asset management strategy that prioritizes investment in the most critical areas impacting safety and operations. The strategy should include tools and systems solutions that reduce asset losses and downtime, extend equipment life, and optimize system performance to reduce the overall cost of asset management.

• Coordinates programmatic compliance efforts with all aspects of federal regulations, applicable laws and organizational policy, including development of the biennial Infrastructure Asset Line Plan and Northeast Corridor Asset Management Plan in accordance with 49 USC 24320 and 49 USC 24904.

• Provides guidance, direction, motivation, and training to develop and roll-out initiatives and/or supporting business processes that support asset management goals and ensure compliance with federal regulations for procurement.

Minimum Qualifications

• Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.

• Plus 9 years of relevant work experience.

• People management experience.

Preferred Qualifications

• Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.

• Plus 11 years of relevant work experience.

Knowledge, Skills, and Abilities

• Institute for Asset Management (IAM) Certification

• Familiarity with ISO 55000, PAS 55, or other Asset Management standards

• Strong operational mind set with combining data analytics and process thinking to drive improvements on key metric

• Understanding of asset and work management systems, organizational and business processes

• Proven operations innovator

• Excellent communication skills, both oral and written

• Strong decision-making and problem-solving skills

• Ability to provide subordinates with guidance, direction, motivation and training to ensure quick, effective acquisitions for approved purchase requisitions

• Capability to effectively manage in a fast-paced environment with frequently changing priorities

• Proficiency with asset management technology platforms such as Maximo, ArcGIS

• Proficiency with database design and familiarity with cloud data platforms such as Databricks

• Advanced user of MS Excel

• Flexibility to learn new tasks, both complex and simple, to maintain effectiveness

The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
