This position is currently based in Philadelphia, PA but will eventually be based in Paoli, PA. 

 

SUMMARY OF DUTIES:

Amtrak requires the Engineering Track Foremen/Track Inspector Training Program (Program) to be further developed to increase the overall knowledge base required to safely maintain, inspect, and supervise field operations in up to Class 8 Track. This 12-month program would include comprehensive classroom training and an extensive on-the-job training component. The implementation of this Program would meet an urgent need for more highly-skilled track workers, and capture “institutional knowledge” that will be lost with the upcoming retirement of track workers. Implementation of this Program would support the development of a more robust training requirement for new employees entering this career field, improve employee morale, offer ascension opportunities for Amtrak employees and contribute to local economies. The Sr Mgr Engineering Track Foreman Mentorship program will have the responsibility for developing and overseeing the program’s overall operations relative to curriculum development, curriculum delivery, instructional design and development, assessments, and evaluation to support Amtrak’s Mentorship program.

 

ESSENTIAL FUNCTIONS:

· Manage the implementation of Amtrak’s track foreman mentorship program. 
· Develop and implement classroom training materials. 
· Create on the job training component of mentorship. 
· Ensure compliance with FRA Track Safety Standards. 
· Perform site visits and safety audits in the field. 
· Manage, mentor, coach and evaluate curriculum development staff. 
· Leveraging market research for learning innovations, new technologies, and benchmarks to create and deploy leading learning experiences. 
· Aligning project teams and stakeholders to implement highly effective and innovative learning solutions, including digitized content, proficiency measurement strategies, individualized learning paths, and development in the flow of work. 
· Ensuring compliance with the Department of Labor and Amtrak policies and guidelines related to quality requirements. 
· Building, managing, and leveraging positive, collaborative partnerships among business stakeholders, SMEs and peers. 
· Leading both needs and performance analysis and scoping of mentorship instructional design projects. 
· Conducting DACUM (Develop a Curriculum) job task analysis workshops to analyze needs and identify gaps in curriculum development. 
· Develop project management timelines and benchmarks for instructional design and course development. 
· Manage reporting requirements for Amtrak’s grant program with the FRA.

 

MINIMUM QUALIFICATIONS:

  • BS in Engineering or combination of education and related skills & experience 9 years railroad work experience in the areas of track inspection, maintenance and construction. 
  • Excellent organizational skills with attention to detail and capable of working independently. 
  • Demonstrated ability to interface with outside railroad or government regulatory agencies. 
  • Prior experience with training/mentoring track foremen
  • Good written and verbal communication skills Prior railroad experience Experience working with track compliance and FRA Demonstrated consultative approach: excellent communication and influencing skills to communicate effectively and credibly, both verbally and in writing, with audiences at all management levels.
  • Strong relationship building and stakeholder management skills, including with senior leaders. Ability to work autonomously and effectively in a fast-paced, complex, multi-tasking in-person and virtual environments. 
  • Expertise in curriculum development


PREFERRED QUALIFICATIONS:

  • 49 CFR 213.7 qualified
  • Demonstrated working knowledge of Amtrak standards (MW1000, Engineering Practices, NORAC, AMT-1, AMT-2) and Federal Railroad Administration (FRA) Track Safety Standards and OSHA. 
  • Experience with Track Safety Standards 49 CFR Part 213 
  • Prior experience with training/mentoring 213.305 qualified M/W 
  • Track experience Experience with Maximo or similar track inspection program
  • Advanced degrees or certifications in Training and Development / Instructional Design 
  • Experience with Learning Management System (LMS) administration including registration processes, database management, preparing system reports and providing end user support on technical aspects of the system. 
  • Experience with the integration of formative, summative, and authentic assessments into course design to ensure that learners can track their progress and instructional staff are able to measure the extent to which learning is progressing as designed.

The salary/hourly range is $149,400-$193,644, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
